Ferndale of Ferndale offered the following invocation:
The sages suggest that words of
inspiration be culled from the portion of the Torah that is read each week in
the synagogue. Soon we will be reading about the story of the patriarch Jacob
wrestling with the angel of Esau. That fight is analogous of the struggle we
face each day in deciding between right and wrong. Jacob vanquished his
opponent when exerted effort. So too, we must exert effort to overcome each day’s
trials.
To quote the Lubavitcher Rebbe,
Rabbi Menachem Mendel Schneerson of Blessed Memory, the world is lacking in one
more act of goodness and kindness. When that one act is performed, we will
merit the coming of the righteous redeemer and then there will be peace and
unity throughout the world. As the prophet writes, no nation will lift up a
sword, and we will no longer learn war. May we merit it speedily in our day.
Master of the Universe, may it be
your will that the proceedings today in this hallowed hall be for blessing and
that You guide the members of this great body to come to decisions that are
right and fair. For You, Almighty, have instructed the people of the world to
believe in Your supremeness, not to believe in false deities, not to murder,
steal or commit adultery; not to be cruel to animals, and to establish
legislative bodies such as this one enact fair and just laws to protect the
citizens of this great state regardless of race, religion, belief, or physical limitations. And may the
people of the great state of Michigan be united for the good of all.
Let us all say. Amen.

Senator Zorn’s statement is as follows:
Colleagues, it is my distinct honor to
introduce to you today Michigan’s last two remaining survivors from the Battle
of the Bulge during World War II. With us today, as the guest of Senator
Ananich and Representative Sheryl Kennedy, is Mr. Victor Cross. Also with us
today as my guest and the guest of Representative Bronna Kahle is Mr. Frank
Dick. Senator Ananich and I would like to tell you a little about these two
outstanding veterans.
Upon graduation from high school, Frank
Dick answered the call to serve and began basic training on June 6, 1944.
On December 9, after rigorous preparation, he boarded a passenger ship with
thousands of soldiers to the heat of battle in Southampton, England. Two weeks
later, Frank was designated as a replacement in Patton’s Third Army, 80th
Division, 317th Infantry Regiment, Company I, famously known as the Blue Ridge
Mountain Boys. His involvement in the division made him a participant in the
Battle of the Bulge, the last major German offensive campaign on the Western
Front.
On February 9, 1945 Frank found himself
caught in a foxhole and was injured by incoming mortar fire. His injuries were
significant, and he suffered 100 percent disability. Frank was honorably
discharged as a Private First Class on February 6, 1946, and was awarded the
Purple Heart, the Bronze Star, the Good Conduct Medal, and the Combat Infantry
Badge, among others.
Frank has led a remarkable life and has
continued to build upon his service and leadership as a civilian. Next week,
Frank will travel to Belgium and Luxembourg as part of an event to commemorate
the 75th anniversary of the Battle of the Bulge. It is an honor to have
him here today to show our appreciation for his service and to wish him well in
his travels next week.
Senator Ananich’s statement is as
follows:
It is my distinct honor to recognize
Mr. Victor Cross for his contributions to our country during the dangerous and
uncertain times of World War II.
Mr. Cross was aboard the General W. M. Black sailing from Boston
on January 3, 1945 and experienced his first combat east of St. Vith, Belgium
in late January during the middle of a week-long storm. He fought alongside the
87th Infantry Division and helped to push back to the Siegfried Line. His unit
liberated several towns in Belgium, where citizens were hiding in basements and
cellars when they arrived. He was among the first troops to march into the
towns, searching for and capturing any German stragglers.
The 87th Infantry Division kept moving
all the way to the Czech border near Plauen, where his journey finally ended.
After making it through the war without any serious wounds, outside of frozen
feet and fingers, he returned to America on July
5, 1945. On his return he was awarded the Combat Infantry Badge and Bronze
Star.
Mr. Cross, we are grateful for your
sacrifices and your service, and we’re humbled and honored to have you here
today. Senate colleagues, please join me in honoring these two distinguished
veterans. Thank you.

functions and criteria; to define the purposes for which Michigan

fund grants; to provide for review and approval of transportation programs; to
provide for submission of annual legislative requests and reports; to provide
for the establishment and functions of certain advisory entities; to provide
for conditions for grants; to provide for the issuance of bonds and notes for
transportation purposes; to provide for the powers and duties of certain state
and local agencies and officials; to provide for the making of loans for
transportation purposes by the state transportation department and for the
receipt and repayment by local units and agencies of those loans from certain
specified sources; and to repeal acts and parts of acts,” by amending sections

Bill No. 524, entitled
A bill
to amend 1951 PA 51, entitled “An act to provide for the classification of all
public roads, streets, and highways in this state, and for the revision of that
classification and for additions to and deletions from each classification; to
set up and establish the Michigan transportation fund; to provide for the
deposits in the Michigan transportation fund of specific taxes on motor
vehicles and motor vehicle fuels; to provide for the allocation of funds from
the Michigan transportation fund and the use and administration of the fund for
transportation purposes; to promote safe and efficient travel for motor vehicle
drivers, bicyclists, pedestrians, and other legal users of roads, streets, and
highways; to set up and establish the truck safety fund; to provide for the
allocation of funds from the truck safety fund and administration of the fund
for truck safety purposes; to set up and establish the Michigan truck safety
commission; to establish certain standards for road contracts for certain
businesses; to provide for the continuing review of transportation needs within
the state; to authorize the state transportation commission, counties, cities,
and villages to borrow money, issue bonds, and make pledges of funds for
transportation purposes; to authorize counties to advance funds for the payment
of deficiencies necessary for the payment of bonds issued under this act; to
provide for the limitations, payment, retirement, and security of the bonds and
pledges; to provide for appropriations and tax levies by counties and townships
for county roads; to authorize contributions by townships for county roads; to
provide for the establishment and administration of the state trunk line fund,
local bridge fund, comprehensive transportation fund, and certain other funds;
to provide for the deposits in the state trunk line fund, critical bridge fund,
comprehensive transportation fund, and certain other funds of money raised by
specific taxes and fees; to provide for definitions of public transportation
functions and criteria; to define the purposes for which Michigan
transportation funds may be allocated; to provide for Michigan transportation
fund grants; to provide for review and approval of transportation programs; to provide
for submission of annual legislative requests and reports; to provide for the
establishment and functions of certain advisory entities; to provide for
conditions for grants; to provide for the issuance of bonds and notes for
transportation purposes; to provide for the powers and duties of certain state
and local agencies and officials; to provide for the making of loans for
transportation purposes by the state transportation department and for the
receipt and repayment by local units and agencies of those loans from certain
specified sources; and to repeal acts and parts of acts,” by amending section
11c (MCL 247.661c), as amended by 2015 PA 182.
With
the recommendation that the substitute (S-1) be adopted and that the bill then
pass.

committee further recommends that the bill be given immediate effect.
