Rev. Christopher I. Thoma, Senior Pastor of Our Savior Evangelical Lutheran Church and School in Hartland, offered the following invocation:

“In the name of the Father and of the (+) Son and of the Holy Spirit. Amen.

Almighty and most gracious God, You have promised by Your holy Word that dwelling in the light of Your love by faith, before we call, You will answer; while we are yet speaking, You will hear. Assured of Your faithfulness, we know that our needs are not hidden, and that Your immeasurable love for a world lost in sin is what stokes the fires in the core of Your Divine person. This love moved You to send Your only-begotten Son, Jesus Christ, into the world to dwell as one of us, to venture into the oblivion of the Cross, to rise from the grave as conqueror over sin, death, and hell—all to win our redemption and be our Savior.

Hear our prayers, this day. We need You, even now as the waves of a tempestuous sea are pounding against the hull of this state and nation. The onslaught of this world’s evil is feverish. With a steady cadence, it demands our submission and conformity, never ceasing in its attempts to confuse what is objectively true and smother what is ‘good,’ ever-vigilant to sweep Godliness aside as quaintly obsolete or grossly offensive.

Heavenly Father, be attentive to our cries. As a people, we are burdened by the illusion of self-importance at the expense of others, having been carried away by the current that believes self-worship and American freedom are kin, that the liberties we enjoy have no source in anything but ourselves, that we are free to do whatever we want without consequence. As a people, we set aside the fixed design of Your natural law, trading absolutes for the uncertainty of radical individualism. Such dysphoric arrogance is churning in the surrounding torrent and is threatening to destroy us in its deluge.

Merciful God, do not stand idly by. Help us, we pray.

Bring wisdom and healing to our land. Breathe life into our sails and carry us away from the tidal crests that threaten the lives of the littlest, most vulnerable among us, who even now, under the banner of another’s right of choice, are being thrown away as an inconvenience and are of no lovable, human consequence.

Deliver us, Lord. Come to our aid. Give relief to Your bride, the Christian church, as she teeters at the edge of criminalization for religious conscience born of Your holy Word and producing true fruits of faithfulness.

Be not far from us, O God. Lift us from the darkened abyss of despair with the Divine courage that only You can give. Strengthen our resolve in the face of all terrors and remind us that You work for the good of those who love You, who are called according to Your purpose.

Provide all that is necessary to fortify whatever or whomever may be weak in this place. Be with the men and women who serve here. Guard their hearts and minds. Urge them toward faithfulness to the offices they hold. Through them, accomplish Your holy will, and grant them the stamina for opposing and dismantling anything ungodly. Equip us, the citizens, with the fortitude to lean into the winds and waves, and therein, be found leading, engaging, and working to support this House of Representatives, content that it might be called ‘just’ and ‘good.’

All of this we submit to You today, trusting in Your mercy, recalling Your declaration that all who by faith call upon You in the day of trouble will be heard and given care. This Word of promise heals broken hearts. It raises up the sorrowful. It gives hope in the midst of hopelessness, and gives the peace that surpasses all understanding.

Humbly, and yet with great confidence, we pray by and through the merits and mediation of Jesus Christ—the only way of eternal life—who lives and reigns with the Father and the Holy Spirit, one God, now and forever.

“An act to provide for the creation of the commission on law enforcement standards; to prescribe its membership, powers, and duties; to prescribe the reporting responsibilities of certain state and local agencies; to provide for additional costs in criminal cases; to provide for the establishment of the law enforcement officers training fund; and to provide for disbursement of allocations from the law enforcement officers training fund to local agencies of government participating in a police training program,”

Rep. Lasinski moved to amend the bill as follows:

1. Amend page 7, line 16, by striking out all of section 21540 and inserting:

SEC. 20970. (1) IF TRANSPORTING THE PATIENT BY AN AMBULANCE IS NECESSARY, A PHYSICIAN SHALL ORDER THAT THE PATIENT BE TRANSPORTED BY AN AMBULANCE THAT IS A MOTOR VEHICLE INSTEAD OF AN AIRCRAFT TRANSPORT VEHICLE OR AMBULANCE THAT IS A ROTARY AIRCRAFT. THIS SECTION DOES NOT APPLY IF THE PHYSICIAN DETERMINES THAT IT IS MEDICALLY NECESSARY FOR THE PATIENT TO BE TRANSPORTED BY AN AMBULANCE THAT IS AN AIRCRAFT TRANSPORT VEHICLE OR AMBULANCE THAT IS A ROTARY AIRCRAFT.

(2) AS USED IN THIS SECTION, “PHYSICIAN” MEANS THAT TERM AS DEFINED IN SECTION 10102.”.

2. Amend page 8, line 16, by striking out all of enacting section 2.
