Pastor Gary Coleman, Pastor of First Baptist Church in Portland, offered the following invocation:

 

“Our Gracious Lord and Heavenly Father,

It is with great appreciation that we approach Your exalted throne to thank You for Your blessings, and to humbly ask for Your guidance and involvement in our state and in our nation.

You have blessed us in Michigan with a land of great beauty and resources. Your handiwork is evident in each season of the year.

You have blessed us with the men and women gathered here, who are willing to serve the people of this state by addressing the difficult issues that come before them.

It is our petition, Lord, that You might guide these men and women in the discussions they have, and the decisions they make. Help each to set aside the power struggles of politics, and to focus upon the betterment of our people and state. Even with their differences of opinion on what that means, we ask that You guide them to the appropriate course of action.

We also pray that You would help each Michigander to reach out in godly love to those around them, without regard to any of the issues that tend to divide us. You are our only true hope, and we place our faith in You.

In name of Jesus, Your Son, we pray,

House Resolution No. 21.

A resolution to declare February 2019 as American Heart Month and February 1, 2019, as Go Red for Women Day in the state of Michigan.

Whereas, Cardiovascular diseases are the number one killer of women in the U.S.; and

Whereas, About 80 percent of cardiovascular diseases may be prevented. Some risk factors such as blood pressure, smoking, cholesterol, and lack of regular physical activity can be controlled; and

Whereas, The American Heart Association’s Go Red for Women movement motivates women to learn about their family history and to meet with a healthcare provider to determine their risk for cardiovascular diseases and stroke; and

Whereas, “Go Red for Women” encourages women to take control of their heart health by knowing five numbers that can be life changing:

1. Total Cholesterol

2. HDL (good) Cholesterol

3. Blood Pressure

4. Blood Sugar

5. Body Mass Index (BMI); and

Whereas, The American Heart Association is celebrating February 2019 as American Heart Month and promoting education and awareness by encouraging citizens to learn the warning signs of a heart attack and stroke; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 2019 as American Heart Month and February 1, 2019, as Go Red for Women Day in the state of Michigan. We recognize the importance of the ongoing fight against heart disease and stroke and we urge all citizens to show their support for women and the fight against heart disease by commemorating this day by wearing the color red. By increasing awareness, speaking out about heart disease, and empowering women to reduce their risk for cardiovascular disease and stroke, we can save thousands of lives each year.

Reps. Sabo, Calley, Cherry, Chirkun, Garza, Haadsma, Hope, Kuppa, Leutheuser, Liberati, Love, Manoogian, Pohutsky, Shannon, Sneller, Sowerby and Stone offered the following resolution:

House Resolution No. 20.

A resolution to declare February 7-14, 2019, as Congenital Heart Defect Awareness Week in the state of Michigan.

Whereas, Congenital heart defect is the No. 1 birth defect. Forty thousand infants are born in the United States each year with a congenital heart defect. Infant deaths due to CHD often occur during the neonatal period when the baby is less than 28 days old. About 25 percent of children born with critical CHD need heart surgery or other interventions to survive. Ninetyseven percent of babies born with non-critical CHD are expected to survive to one year of age and about 95 percent of babies born with a non-critical CHD are expected to survive to 18 years of age; and

Whereas, There are an estimated 2-3 million people living with congenital heart defect (CHD). In the United States, hospital costs for the population of individuals with cardiovascular defects in 2013 were about $6.1 billion. Pediatric hospitalizations with CHDs accounted for approximately $5.6 billion in hospital costs, representing 15.1% of costs for all pediatric hospitalizations in 2009. At least 15% of CHDs are associated with genetic conditions and about 20% to 30% of people with a CHD have other physical problems or developmental or cognitive disorders; and

Whereas, There is no cure for CHD. However, more and more children are surviving thanks to advances in medical research; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 7‑14, 2019, as Congenital Heart Defect Awareness Week in the state of Michigan. We urge all citizens to show their support and help raise awareness in the fight against congenital heart defects.

A bill to amend 1915 PA 31, entitled “Youth tobacco act,” by amending the title and sections 1, 2, and 4 (MCL 722.641, 722.642, and 722.644), as amended by 2006 PA 236, and by adding sections 2b and 2c.

The bill was read a first time by its title and referred to the Committee on Regulatory Reform.

A joint resolution proposing an amendment to the state constitution of 1963, by amending section 26 of article IV, to require a two-thirds vote on any bill considered during a legislative session held after the November election in an even-numbered year.
