A SUMMARY OF HOUSE BILLS 4542-4549 AS INTRODUCED 4-9-03
The bills would repeal eight separate acts-one that authorizes the state to join the Midwestern Higher Education Compact, which promotes cooperation and resource sharing in higher education among member states, and seven others that provide competitive scholarships and need-based financial aid in the form of tuition grants, state work-study funding, and other awards. The public act numbers and a brief description of each act follows below. (Note: House Bill 4550 would repeal each of the acts that would be repealed by House Bills 4542 to 4549 but would also create a Michigan Opportunity Scholarship Program, providing need-based scholarships to students enrolled part-time or full-time in degree- or certificate-granting public or independent nonprofit colleges, universities, junior colleges, and community colleges in the state.)
House Bill 4542 would repeal Public Act 195 of 1990 (MCL 390.1531 and 390.1532), which provides for Michigan's entrance into and membership in the Midwestern Higher Education Compact. Other states that have entered into the compact are: Illinois, Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin. As set forth in Public Act 195, the compact's purpose is "to provide greater higher education opportunities and services in the Midwestern region, with the aim of furthering regional access to, research in and choice of higher education for the citizens residing in the several states which are parties to this Compact." Among other things, the act specifies that a compacting state may withdraw from the compact by enacting a repealing statute and that the withdrawal may not become effective until two years after the statute's enactment.
House Bill 4543 would repeal Public Act 313 of 1966 (MCL 390.991 to 390.997a), which provides for need-based tuition grants to resident undergraduate or graduate students enrolled in independent nonprofit colleges or universities in the state. (House Bill 4550 would also repeal Public Act 313, but would continue tuition grants for students who received them during the 2002-2003 academic year.)
House Bill 4544 would repeal Public Act 303 of 1986 (MCL 390.1321 to 390.1332), which provides for a state work-study program for graduate and professional students of those degree-granting postsecondary educational institutions in the state that participate in the federal work-study program.
House Bill 4548 would repeal Public Act 288 of 1986 (MCL 390.1371 to 390.1382), which provides for a state work-study program for undergraduate students of those degree-granting postsecondary educational institutions in the state that participate in the federal work-study program.
House Bill 4545 would repeal Public Act 75 of 1974 (MCL 390.1021 to 390.1027), which provides for reimbursements to independent nonprofit postsecondary educational institutions in the state for each earned associate, bachelor, master, doctor of dental surgery, doctor of dental medicine, juris doctor law, and allied health degree conferred upon a Michigan resident.
House Bill 4546 would repeal Public Act 208 of 1964 (MCL 390.971 to 390.981), which provides for state competitive scholarships to resident high school students who show "promise of satisfactory completion of postsecondary study through competitive examinations and a continued satisfactory academic record in a course of study in an eligible postsecondary institution in this state". (House Bill 4550 would also repeal Public Act 208 but would continue scholarships for students who received them in the 2002-2003 academic year.)
House Bill 4547 would repeal Public Act 273 of 1986 (MCL 390.1401 to 390.1409), which provides for need-based grants to undergraduate students of public, degree-granting postsecondary educational institutions in the state.
House Bill 4549 would repeal Public Act 102 of 1986 (MCL 390.1281 to 390.1288), which provides for need-based grants to certain part-time and financially independent undergraduate students of degree-granting postsecondary educational institutions in the state.
