SUMMARY:

House Bill 4907 would amend the Michigan Vehicle Code to allow the Secretary of State to issue a fund-raising plate, instead of a standard plate, for use on certain company-owned motor vehicles.

Under current law, fund-raising plates can be issued only for vehicles “used exclusively to transport personal possessions or family members for nonbusiness purposes.” HB 4907 would remove this restriction and allow fund-raising plates to be issued for any passenger motor vehicle, motor home, pickup truck, or van, without regard to the use or purpose of the vehicle.

FISCAL IMPACT:

The department reports that HB 4907 would require costs for computer system reprogramming if the bill's requirements are implemented after mid-January 2018. The department is currently undertaking the modernization of its legacy vehicle information system. Changes to current license processes could be accommodated through ongoing system modernization efforts. Changes made after the implementation of the modernization would likely require additional programming costs.
