A bill to amend 1984 PA 431, entitled

"The management and budget act,"

(MCL 18.1101 to 18.1594) by adding section 241d.

the people of the state of michigan enact:

Sec. 241d. (1) Beginning October 1, 2021, the department, when considering materials and design used in the construction of a building or facility owned or operated by this state, all other things being equal, shall utilize mass timber products and design in the construction.

(2) Subsection (1) does not apply if mass timber products and design do not meet the specifications needed for the construction as determined by the department.

(3) As used in this section, "mass timber products and design" means framing and construction styles typically characterized by use of large solid wood panels for wall, floor, or roof construction. Mass timber products and design include innovative forms of sculptural building and nonbuilding structures formed from solid wood panel or framing systems of 6 feet or more in width or depth. Mass timber products and design also include cross-laminated timber, nail-laminated timber, glue-laminated timber, dowel-laminated timber, structural composite lumber, and wood-concrete composites.
