A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding sections 1176, 1275, and 1279.
the people of the state of michigan enact:
Sec. 1176. Subject to state and
federal privacy laws, if a school district, intermediate school district, or
public school academy receives notification that a pupil enrolled in, an employee
of, or an individual assigned to work at the school district, intermediate
school district, or public school academy has tested positive for COVID-19, within
12 hours of receiving the notification, the board of the school district or
intermediate school district or board of directors of the public school academy
shall ensure that a notification concerning the positive test is sent to all of
the following individuals:
(a)
Each pupil enrolled in the school district, intermediate school district, or
public school academy.
(b)
The parent or legal guardian of each pupil enrolled in the school district,
intermediate school district, or public school academy.
(c)
Each employee of the school district, intermediate school district, or public
school academy.
(d)
Each individual assigned to work at the school district, intermediate school
district, or public school academy.
Sec. 1275. The board of a school
district or intermediate school district or board of directors of a public
school academy shall do either of the following:
(a)
By not later than December 31, 2020, publish a report concerning inspections of
and improvements on the heating, ventilating, and air conditioning (HVAC)
equipment and systems in the school district, intermediate school district, or
public school academy that have been conducted as of the date of the report to
mitigate the spread of COVID-19.
(b)
By not later than December 31, 2020, establish a plan for conducting inspections
of and improvements on the heating, ventilating, and air conditioning (HVAC)
equipment and systems in the school district, intermediate school district, or
public school academy designed to mitigate the spread of COVID-19.
Sec. 1279. The board of a school
district or intermediate school district or board of directors of a public
school academy shall ensure that both of the following requirements are applied
to each virtual class offered by the school district, intermediate school district,
or public school academy:
(a)
Enrollment in each virtual class must not exceed 20 pupils.
(b)
The interactive screen time required for each virtual class must meet all of
the following, as applicable:
(i) Must not be in an amount that is greater than
30 minutes before each break for pupils enrolled in grades K to 3.
(ii) Must not be in an amount that is greater than
45 minutes before each break for pupils enrolled in grades 4 to 6.
(iii) Must not be in an amount that is greater than
60 minutes before each break for pupils enrolled in grades 7 to 12.
