CONTENT

 

The bill would amend Part 55 of the Natural Resources and Environmental Protection Act, which pertains to air pollution control, to specify that, notwithstanding any other provision of the part or rules promulgated under it, a permanent fire training school, institute, or academy, operated by a governmental entity, college, or university at a permanent site at which fire training practice and simulations were conducted on site by qualified and certified personnel for the training of private and public sector fire fighters, would not be subject to regulation under the part.

 

Part 55 generally prohibits a person from installing, constructing, reconstructing, or modifying any process or process equipment without first obtaining from the Department of Environmental Quality a permit to install, or a permit to operate authorized under rules promulgated by the Department, if applicable, authorizing the conduct or activity. “Process” means an action, an operation, or a series of actions or operations at a source that emits or has the potential to emit an air contaminant (MCL 324.5505(1)). “Process equipment” means all equipment, devices, and auxiliary components, including air pollution control equipment, stacks, and other emission points, used in a process.
