TIRE DISPOSAL SURCHARGE H.B. 4832 (H-1): FLOOR ANALYSIS

The bill would amend the Michigan Vehicle Code to extend for five years (until January 1, 2001) the 50-cent tire disposal surcharge that must be paid by each person who applies for a certificate of title, a salvage vehicle certificate of title, or a scrap certificate of title. Currently, the Code requires the surcharge to be paid for a period of five years beginning January 1, 1991.

According to the Department of State, the 50-cent disposal surcharge generates approximately $1.5 million annually.
According to the Department of Environmental Quality, $1,598,000 was received in revenue for FY 1994-95 to fund $700,000 in compliance activities, provide $436,000 in scrap tire regulatory grants, and pay for $112,000 in administration of the Scrap Tire Regulatory Fund.
