Pray, O Lord, we remember these words as we address issues that are difficult, complex and politically unpopular. Give us courage and strength to do what is right and not what is politically expedient. Guide us, as legislators who have been sent here by the people of Michigan and who have been ordained by You to govern this great state. Rep. Kaza, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
I vote "no" on this bill because it has the potential to invade the privacy of private Michigan citizens.
The bill would amend the state Public Health Code to "allow forms or blanks, including but not limited to forms or blanks in an electronic format, approved by the state registrar" for vital records and statistics, according to the non-partisan House Legislative Analysis Section. "Vital record is defined in the (Public Health) code as being a certificate or registration of birth, death, marriage, divorce or related data."
The state Department of Community Health supports this legislation because "the use of computer software to generate vital records documents as part of an ongoing business practice could be more convenient and less costly for those responsible for filing the documents." But the House Fiscal Agency reports that the bill may result in a minimal increase in local administrative costs.
There are security and privacy issues whenever one addresses computer data bases. Security issues are raised by the possibility that unauthorized persons may secure access to computer hardware and software for malicious purposes. Privacy issues are raised by the possibility that information of a personal nature pertaining to private citizens--not public figures such as members of this legislative body--could be disclosed in a manner that would invade the privacy of those private citizens.
This bill does not adequately address privacy issues as they pertain to the computer data bases that will store these vital records and statistics.
Do we really want to place the birth certificates of the children of our constituents on the computer Internet?
Do we want to place the death certificates of the parents and grandparents at the disposal of private list merchants selling a commercial product?
We should think long and hard about the privacy implications of this bill.
If we had, we would have insisted as a legislature that stringent policies be adopted to protect the privacy of our constituents.
Critics of this bill, including local clerks, note, "As far as the recording of birth and death data, and electronic reporting, the Department of Community Health would have to (emphasis added) adopt stringent policies to protect against possible fraudulent uses of self-generated forms and electronic transmissions."
Today, we should have insisted that those "stringent policies" were already in place at the Department of Community Health. This legislature did not, and for that reason I vote "no" on this bill because it has the potential to invade the privacy of private Michigan citizens."

Whereas, The role that NATO plays in encouraging peace and progress is especially apparent to the Baltic nations of Estonia, Latvia, and Lithuania. The Baltic states, through their individual histories, especially their common
experiences in this century, are well aware of the need for unity among people devoted to self-determination. The irreversible commitment to democracy in Estonia, Latvia, and Lithuania is among the many conditions that are the foundation of NATO; and
Whereas, While much has changed in Europe over the past decade, there remain many reminders of threats to security in the region. Situations in several areas illustrate the role for NATO and the need for it to include the nations of the Baltic states; now, therefore, be it
Resolved by the Senate (the House of Representatives concurring), That we memorialize the President and the Congress of the United States to work for the admission of Latvia, Estonia, and Lithuania into the North Atlantic Treaty Organization; and be it further
