The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 213.
A resolution honoring the University of Michigan Football Team, 1997 National Champions.
Hail! To the victors valiant;
Hail! To the conqu'ring heroes;
Hail! Hail! To Michigan;
The Champions of the West.
Whereas, It is a great pleasure for the members of the Michigan House of Representatives to join in congratulating the University of Michigan Football Team upon their outstanding successes as National Champions for the 1997 football season; and
Whereas, The team began their climb to the summit with an impressive victory over the University of Colorado in September by beating the eighth ranked Buffalos by a score of 27 to 3; and continued this climb with eleven consecutive victories that featured conquests over such nationally ranked universities as Notre Dame, Iowa, Michigan State, Pennsylvania State and Ohio State; and
Whereas, This achievement was marked by the focus, intensity, teamwork, and relentless drive that is necessary in order to reach the top of the mountain--a drive that demonstrated the understanding of each team player and coach of the significance of each step along the way, the importance of taking each game as it came, and indeed accepting the notion of the inherent value of the "precious present"; and
Whereas, This drive culminated in a Big Ten Championship and the right to represent the Conference in the Rose Bowl where they scored an impressive victory over nationally ranked Washington State University by beating them 21 to 16--a victory which featured an outstanding performance by every team member, including Heisman Trophy winner Charles Woodson; and
Whereas, This National Championship was led by Head Coach Lloyd Carr, one of Michigan's own from the downriver community of Riverview, who has continued to prove the fundamental principle of athletic competition at the University of Michigan, which is "THOSE WHO STAY WILL BE CHAMPIONS"; and
Whereas, This success is also a result of incredible support from the band, cheerleaders, families and fans who have been instrumental in achieving this National Championship; now, therefore, be it
Resolved by the House of Representatives, That we hereby commend the University of Michigan Football Team and everyone associated with the Wolverines' undefeated season, Big Ten Championship, Rose Bowl victory, and 1997 National Championship; and be it further
Resolved, That a copy of this resolution be transmitted to the team members and the University of Michigan as evidence of our highest esteem.

A bill to amend 1996 PA 522, entitled "An act to authorize the conveyance of the assets and liabilities of the state related to the operation of the Michigan biologic products institute; to authorize the state administrative board to approve the conveyance and to make determinations that certain conditions upon the conveyance have been met; to permit the acceptance of consideration in exchange for the conveyance; to make certain findings and determinations of the interest of the state relative to the conveyance; to authorize the state administrative board to approve certain agreements for continued services and products by certain state agencies to transferred facilities or to the state from the transferred facilities; to authorize the Michigan biologic products commission to negotiate and, upon concurrence of the state administrative board, approve certain agreements related to the conveyance of the assets and liabilities of the state associated with the Michigan biologic products institute, certain agreements for the marketing of the assets and liabilities, certain agreements for continued services and products, and certain agreements for the retention of rights, interests, and easements in certain conveyed assets; to authorize employees and employee based entities to bid for or make proposals to acquire the assets and liabilities of the state associated with the Michigan biologic products institute; to prescribe the powers and duties of certain public officers and certain state agencies and departments; to grant exclusive jurisdiction over claims related to the conveyance to the court of claims and to limit the time in which claims related to the conveyance or to the products produced by the Michigan biologic products institute may be brought; to provide for the disposition of the revenue derived from the conveyance; and to make an appropriation," (MCL 333.26331 to 333.26340) by adding sections 6a, 6b, and 6c; and to repeal acts and parts of acts.
