Senator Jim Berryman of the 17th District offered the following invocation:
When I asked to do the prayer, I did not know that it would be in the memory of three high school students from my hometown. On Thanksgiving evening, Lyndi Bailey, Lenzee Ries and Tory Clark were killed in an automobile accident--through no fault of drugs or alcohol. It was solely being in the wrong place at the wrong time. It's a tragedy, but an accident. I have three families, two high schools--Sand Creek and Adrian--that are asking the question of why. The loss of anyone is hard to accept, but the loss of a child is devastating.
May the comfort of one's faith in God help the families of Lyndi, Lenzee and Tory get through this difficult time, and may God's love help heal the pain that the students of Sand Creek and Adrian High Schools feel so deeply. This is the time when friends, family and prayers are so important. That is why I ask my colleagues to remember these children in your prayers.

(vii) COMMUNITY SERVICE PROGRAMS.
(viii) VOCATIONAL EDUCATIONAL TRAINING, NOT TO EXCEED 12 MONTHS WITH RESPECT TO ANY INDIVIDUAL.
(ix) JOB SKILLS TRAINING DIRECTLY RELATED TO EMPLOYMENT.
(x) EDUCATION DIRECTLY RELATED TO EMPLOYMENT, IN THE CASE OF AN INDIVIDUAL WHO HAS NOT RECEIVED A HIGH SCHOOL DIPLOMA OR A CERTIFICATE OF HIGH SCHOOL EQUIVALENCY.
(xi) SATISFACTORY ATTENDANCE AT SECONDARY SCHOOL OR IN A COURSE OF STUDY LEADING TO A CERTIFICATE OF GENERAL EQUIVALENCE, IN THE CASE OF AN INDIVIDUAL WHO HAS NOT COMPLETED SECONDARY SCHOOL OR RECEIVED SUCH A CERTIFICATE.
(xii) THE PROVISIONS OF CHILD CARE SERVICES TO AN INDIVIDUAL WHO IS PARTICIPATING IN A COMMUNITY SERVICE PROGRAM.".
2. Amend page 9, following line 22, by inserting:
"(B) NOTICE INFORMING THE PAYER OF THE IMPOSITION OF LIENS BY OPERATION OF LAW AND THAT PAYER'S REAL AND PERSONAL PROPERTY CAN BE ENCUMBERED OR SEIZED IF AN ARREARAGE ACCRUES IN AN AMOUNT GREATER THAN THE AMOUNT OF PERIODIC SUPPORT PAYMENTS PAYABLE FOR 1 YEAR UNDER THE PAYER'S SUPPORT ORDER." and relettering the remaining subdivisions.
3. Amend page 37, line 14, after "ACTIVITY" by striking out the balance of the subdivision and inserting a period.

THE NOTICE SHALL CONTAIN A SPECIFIC DESCRIPTION OF THE TEST TO BE PERFORMED AND A STATEMENT THAT IDENTIFIES ALL OF THE FOLLOWING:
(A) THE PURPOSE OF THE TEST.
(B) THE POTENTIAL USES OF THE TEST.
(C) THE MEANING OF ANY RESULTS OF THE TEST.
(D) THE PROCEDURES FOR PROVIDING THE INDIVIDUAL WITH NOTICE OF THE TEST RESULTS.
(E) THE RIGHTS OF THE INDIVIDUAL TO KEEP THE TEST RESULTS CONFIDENTIAL, AS PROVIDED IN SUBSECTION (3).
(3) GENETIC INFORMATION ABOUT AN INDIVIDUAL THAT IS CONTAINED IN A DNA PROFILE IS THE PROPERTY OF THE INDIVIDUAL AND SHALL BE ORDERED BY THE COURT TO BE RETURNED TO THE INDIVIDUAL AFTER ITS USE. NEITHER THE COURT NOR THE FAMILY INDEPENDENCE AGENCY SHALL USE OR DISCLOSE THE DNA PROFILE FOR ANY PURPOSE OTHER THAN THE DETERMINATION OF PATERNITY AS ALLOWED BY THIS ACT.".
3. Amend page 6, line 15, after "THE" by inserting "CURRENT".
4. Amend page 6, line 16, after "AS" by striking out "A CURRENT OR FORMER" and inserting "AN".
5. Amend page 6, line 18, after "EMPLOYERS." by inserting "FOR THE PURPOSE OF THE SUBSECTION, "CURRENT EMPLOYMENT" IS DEFINED AS EMPLOYMENT WITHIN 1 YEAR OF A REQUEST UNDER THIS SECTION.".
6. Amend page 8, following line 2, by inserting:
"(4) A GOVERNMENTAL DEPARTMENT, BOARD, COMMISSION, BUREAU, AGENCY, OR COUNCIL OR ANY PUBLIC OR PRIVATE ENTITY OR FINANCIAL INSTITUTION SHALL ONLY DISCLOSE INFORMATION OR RECORDS NECESSARY TO ENFORCE AN OBLIGATION TO PAY SUPPORT. A GOVERNMENTAL DEPARTMENT, BOARD, COMMISSION, BUREAU, AGENCY, OR COUNCIL OR ANY PUBLIC OR PRIVATE ENTITY OR FINANCIAL INSTITUTION IS NOT LIABLE FOR A WRONGFUL DISCLOSURE OF INFORMATION OR RECORDS IF THE GOVERNMENTAL DEPARTMENT, BOARD, COMMISSION, BUREAU, AGENCY, OR COUNCIL OR PUBLIC OR PRIVATE ENTITY OR FINANCIAL INSTITUTION ACTED IN GOOD FAITH. A GOVERNMENTAL DEPARTMENT, BOARD, COMMISSION, BUREAU, AGENCY, OR COUNCIL OR ANY PUBLIC OR PRIVATE ENTITY OR FINANCIAL INSTITUTION IS LIABLE FOR A NEGLIGENT WRONGFUL DISCLOSURE OF INFORMATION OR RECORDS IN AN AMOUNT OF THE ACTUAL DAMAGES INCURRED OR $1,000.00, WHICHEVER IS GREATER. A GOVERNMENTAL DEPARTMENT, BOARD, COMMISSION, BUREAU, AGENCY, OR COUNCIL OR ANY PUBLIC OR PRIVATE ENTITY OR FINANCIAL INSTITUTION IS LIABLE FOR A WILLFUL WRONGFUL DISCLOSURE OF INFORMATION OR RECORDS IN AN AMOUNT OF 3 TIMES THE ACTUAL DAMAGES INCURRED OR $3,000.00, WHICHEVER IS GREATER, TOGETHER WITH ALL COSTS AND REASONABLE ATTORNEY'S FEES INCURRED." and renumbering the remaining subsection.
7. Amend page 13, line 15, after "PARENT" by striking out the balance of the subsection and inserting "UNLESS THE RELEASE OF THE INFORMATION IS SPECIFICALLY REQUIRED BY A COURT ORDER.".

NEITHER THE COURT NOR THE FAMILY INDEPENDENCE AGENCY SHALL USE OR DISCLOSE THE DNA PROFILE FOR ANY PURPOSE OTHER THAN THE DETERMINATION OF PATERNITY AS ALLOWED BY THIS ACT." and renumbering the remaining subsection.

As you may know, NetDay is a grassroots project where volunteers go into schools to install wiring so that schools can connect to the Internet. Wiring schools to the Internet can improve our schools by giving our children more educational resources and opportunities. Teachers who have used computers in their classrooms have reported dramatic improvements in student performance.

The schools and businesses represented here today have worked closely with my office to sponsor various NetDay efforts across the 14th District. Among other things, educators and parents helped to coordinate logistics and volunteers, while sponsors and businesses provided the expertise and hardware needed for Internet connections. By working together, our NetDay efforts have been a success.
