A SUMMARY OF HOUSE BILL 6281 AS INTRODUCED 11-5-98

House Bill 6281 would amend the Michigan Vehicle Code to earmark for public and county law libraries, the civil fines imposed by local authorities for violations of commercial motor vehicle equipment. The bill would require that these fines be paid to the county treasurer and applied exclusively to libraries in the same manner as is provided for state penal fines. The bill would define "local law" to mean a local charter provision, ordinance, rule, or regulation.

House Bill 6281 also would allow a garbage or refuse hauler that exceeds the state's standardized and uniform weight limitations to operate on a highway over which a local authority has jurisdiction, if the local authority adopts an ordinance or resolution allowing such movement and issues a special permit for non-conforming vehicles.
