LOTTERY FUND TO PREVENTION FUND - S.B. 571: FLOOR ANALYSIS

Senate Bill 571 (as reported without amendment)

Sponsor: Senator Mike Rogers

Committee: Gaming and Casino Oversight

CONTENT

The bill would amend the Lottery Act to provide that 10% of each year's State Lottery advertising budget, but not in excess of $1 million, would have to be taken from the State Lottery Fund and deposited in the Compulsive Gaming Prevention Fund created in the Compulsive Gaming Prevention Act (as proposed by Senate Bill 570 (S-1)).

Currently, the Lottery Act provides for the establishment of a program that provides treatment for persons with compulsive gambling disorders, and requires that a telephone number for access to the treatment program be printed on all lottery tickets. Further, the Act provides that the treatment program and the study must be paid for out of funds from the State Lottery's advertising budget equal to at least 10% of the budget, but not to exceed $1 million. The bill would eliminate these provisions, and provide instead that a toll-free compulsive gaming helpline number would have to be printed on all lottery tickets, printed advertising, and promotional materials, and posted at each location where lottery tickets were sold.

The bill is tie-barred to Senate Bill 569, which would amend the Michigan Gaming Control and Revenue Act.
