CONTENT
The bill would create a new act to require the governing board of each institution of higher education to submit by August 1 of each year a report to the Senate and House Appropriations Committees, Higher Education Appropriations Subcommittees, and Fiscal Agencies that included the following information regarding the previous academic year:
-- The number of classes a professor or instructor on continuing tenure taught per academic semester, trimester, or quarter.
-- The number of credit hours a professor or instructor on continuing tenure taught per academic semester, trimester, or quarter.
The bill specifies that this provision would not apply to a professor or instructor on sabbatical, in a professional school, or with an extension appointment.
("Institution of higher education" would mean a college or university described in Section 4, 5, or 6 of Article VIII of the State Constitution. "Professional school" would mean a law school, medical school, dental medicine school, or a veterinary medicine school.)

FISCAL IMPACT
There should be no additional costs for the 15 public universities since they annually submit various faculty data to the State higher education database, the Higher Education Institutional Data Inventory (HEIDI). Universities are also required by the annual higher education appropriations act (Public Act 84 of 1997, Section 705) to report the number of undergraduate credit hours taught by ranked faculty, unranked faculty, and graduate assistants. "Ranked faculty" includes all professors, associate professors, instructors, and others in the tenure track. The bill would have no fiscal impact on local government.
