AIRPORT AUTHORITY MEMBERSHIP - H.B. 5043: FLOOR ANALYSIS

CONTENT
The bill would amend Public Act 73 of 1970, which provides for the creation of airport authorities and their governing boards, to increase from two to three the number of members on a board who are from the balance of each county having a city with a population of more than 100,000 that is located primarily within the county's borders, and who are appointed by a majority of the county board of commissioners.
In addition to these members, an airport authority board consists of three members from each city with a population of more than 100,000 that is located within a county whose boundaries are within 10 miles of an State-owned airport and who are appointed by the mayor with the advice and consent of the city council, as well as two members from each other county comprising the authority, who are appointed by a majority of their respective legislative bodies.

FISCAL IMPACT
Local unit costs would increase to reimburse expenses incurred by new authority board members. The bill would have no State fiscal impact.
