A bill to amend 1968 PA 357, entitled "An act to prescribe the powers, duties and functions of the state officers' compensation commission; and to prescribe the powers and duties of the legislature in relation to the commission," by amending sections 6 and 7 (MCL 15.216 and 15.217). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 6. (1) The commission shall determine the salaries 2 and expense allowance of the governor, lieutenant governor, the 3 justices of the supreme court, and the members of the legisla- 4 ture and file its determinations with the clerk of the house of 5 representatives, the secretary of the senate and the director of 6 the department of management and budget. 7 (2) THROUGH DECEMBER 31, 1997, THE COMMISSION SHALL FILE ITS 8 DETERMINATIONS after December 1 and before December 31, of each 9 even numbered year. and 00030'97 JLB 2 1 (3) BEGINNING JANUARY 1, 1998, THE COMMISSION SHALL FILE ITS 2 DETERMINATIONS AFTER SEPTEMBER 1 AND BEFORE SEPTEMBER 30 OF EACH 3 EVEN NUMBERED YEAR. THE QUESTION OF APPROVAL OF THE COMMISSION'S 4 DETERMINATIONS OF SALARY AND EXPENSE ALLOWANCES SHALL BE SUBMIT- 5 TED TO A VOTE OF THE QUALIFIED ELECTORS OF THIS STATE AT THE NEXT 6 GENERAL ELECTION. THOSE DETERMINATIONS SHALL BECOME THE SALARIES 7 AND EXPENSE ALLOWANCES ONLY IF APPROVED BY A MAJORITY OF THE 8 VOTERS VOTING ON THE QUESTION AT THAT ELECTION. 9 (4) UPON THE FILING OF ITS DETERMINATIONS, THE COMMISSION 10 shall furnish copies to the governor, the lieutenant governor, 11 justices of the supreme court, and members of the legislature. 12 Sec. 7. (1) The THROUGH DECEMBER 31, 1997, THE determi- 13 nations of the commission shall be effective January 1 of the 14 year following their filing and shall be the compensation and 15 expense allowances of the governor, lieutenant governor, justices 16 of the supreme court and members of the legislature unless the 17 legislature, by concurrent resolution adopted by a 2/3 vote of 18 the members elected to and serving prior to February 1 of the 19 year following the filing of the determinations, rejects either 20 the entire determinations or specific determinations for specific 21 positions. In case of rejection the existing salary and expense 22 allowances shall prevail retroactive to January 1. 23 (2) BEGINNING JANUARY 1, 1998, IF THE SALARY AND EXPENSE 24 DETERMINATIONS ARE APPROVED AS PROVIDED IN SECTION 6(3), THE 25 SALARY AND EXPENSE DETERMINATIONS SHALL BECOME EFFECTIVE FOR THE 26 LEGISLATIVE SESSION IMMEDIATELY FOLLOWING THE GENERAL ELECTION AT 27 WHICH THEY WERE APPROVED.
