HOUSE BILL No. 4646 April 17, 1997, Introduced by Reps. A bill to amend 1965 PA 190, entitled "An act to provide for a system of uniformity of service for veterans," by amending section 1 (MCL 35.61). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. In order to provide for the uniformity of service 2 dates for veterans, the following dates and terms shall be appli- 3 cable to all acts of the state relative to veterans: 4 (a) "Veteran" means a person, who served in the active mili- 5 tary forces, during a period of war or who received the armed 6 forces expeditionary or other campaign service medal during an 7 emergency condition and who was discharged or released therefrom 8 under honorable conditions. "Veteran" also includes a person who 9 died in active military forces. 02762'97 TLG 2 1 (b) "Spanish-American war" means the period beginning on 2 April 21, 1898, and ending on July 4, 1902, includes the 3 Philippine insurrection and the Boxer rebellion, and in the case 4 of a veteran who served with the United States military forces 5 engaged in hostilities in the Moro province, means the period 6 beginning on April 21, 1898, and ending on July 15, 1903. 7 (c) "World War I" means the period beginning on April 6, 8 1917, and ending on November 11, 1918, and in the case of a vet- 9 eran who served with the United States military forces in Russia, 10 means the period beginning on April 6, 1917, and ending on April 11 1, 1920. 12 (d) "World War II" means the period beginning December 7, 13 1941, and ending December 31, 1946, both dates inclusive. 14 (e) "Korean conflict" means the period between June 27, 15 1950, to January 31, 1955. 16 (f) Civil war and confederate veterans who served between 17 April 12, 1861, and May 26, 1865. 18 (g) Indian wars. Since the Indian wars were fought inter- 19 mittently over a period of years, the determination as to whether 20 a person shall be considered as having rendered military service 21 during these wars will be carefully considered by the state 22 veterans' trust fund. January 1, 1817, through December 31, 23 1898, is considered Indian war period. 24 (h) Mexican wars. Since there were several skirmishes 25 involving the Mexican border, such as Mexican border troubles 26 1911-1916; Veracruz expedition April 21, 1914, to November 26, 27 1914; punitive expedition into Mexico, March 15, 1916, to 02762'97 3 1 February 5, 1917; therefore the persons rendering military 2 service in any of these skirmishes shall be considered veterans 3 of the Mexican wars between 1911 and February 5, 1917. 4 (i) Future dates. The period beginning on the date of any 5 future declaration of war by the congress or the beginning of an 6 emergency condition recognized by the issuance of a presidential 7 proclamation or a presidential executive order and in which the 8 armed forces expeditionary medal or other campaign service medals 9 are awarded according to presidential executive order and ending 10 on a date prescribed by presidential proclamation or concurrent 11 resolution of the congress. 12 (j) Veterans of the Korean conflict and veterans having 13 served after January 31, 1955, in an area of hazardous duty for 14 which an armed forces expeditionary or Vietnam service medal was 15 received or veterans having served in the Vietnam era, which is 16defined to bethat period beginningAugust 5, 1964FEBRUARY 17 28, 1961, and ending on May 7, 1975. 02762'97 Final page.
