        A bill to amend 1976 PA 267, entitled

   "Open meetings act,"

   by amending section 2 (MCL 15.162).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 2.  As used in this act:

 2         (a) "Public body" means any OF THE FOLLOWING:

 3         (i) A state or local legislative or governing body, includ-

 4    ing a board, commission, committee, subcommittee, authority, or

 5    council,  which  THAT is empowered by state constitution, stat-

 6    ute, charter, ordinance, resolution, or rule to exercise govern-

 7    mental or proprietary authority or TO perform a governmental or

 8    proprietary function.  , or a 

 9         (ii) A lessee  thereof  OF AN ENTITY DESCRIBED IN

10    SUBPARAGRAPH (i) IF THAT LESSEE IS performing an essential public

11    purpose and function pursuant to the lease agreement.

 1         (iii) MEMBERS OF THE STATE LEGISLATURE PARTICIPATING IN A

 2    CAUCUS.

 3         (b) "Meeting" means the convening of a public body at which

 4    a quorum is present for the purpose of deliberating toward or

 5    rendering a decision on a public policy, OR A CAUCUS OF MEMBERS

 6    OF THE STATE LEGISLATURE.

 7         (c) "Closed session" means a meeting or part of a meeting of

 8    a public body which is closed to the public.

 9         (d) "Decision" means a determination, action, vote, or dis-

10    position upon a motion, proposal, recommendation, resolution,

11    order, ordinance, bill, or measure on which a vote by members of

12    a public body is required and by which a public body effectuates

13    or formulates public policy.

14         (E) "CAUCUS" MEANS A MEETING OF A GROUP OF PERSONS BELONGING

15    TO THE SAME POLITICAL PARTY TO SELECT A CANDIDATE OR TO DISCUSS

16    ISSUES OF POLICY.
