        A bill to amend 1991 PA 179, entitled

   "Michigan telecommunications act,"

   by amending section 314 (MCL 484.2314).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 314.  (1) A provider of a regulated service shall not

 2    discontinue the regulated service for failure by a customer to

 3    pay a rate or charge imposed for an unregulated service.  For the

 4    purposes of this section, the commission may determine how pay-

 5    ments are allocated between regulated and unregulated services.

 6         (2) The commission shall determine when and under what con-

 7    ditions a provider of basic local exchange service may discon-

 8    tinue service under this section.

 9         (3) A PROVIDER OF A REGULATED SERVICE SHALL INCLUDE ON EACH

10    BILLING FOR THE SERVICE A NOTICE, IN NOT LESS THAN 12-POINT
