        A bill to amend 1965 PA 166, entitled

   "An act to require prevailing wages and fringe benefits on state
   projects; to establish the requirements and responsibilities of
   contracting agents and bidders; and to prescribe penalties,"

   by amending section 8 (MCL 408.558).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 8.  The provisions of this act shall  THIS ACT DOES

 2    not apply to  contracts  EITHER OF THE FOLLOWING:

 3         (A) A CONTRACT entered into or  the bids  A BID made before

 4     the effective date of this act  MARCH 31, 1966.

 5         (B) A STATE PROJECT FOR CONSTRUCTION OF A SCHOOL BUILDING IF

 6    BONDING FOR THAT CONSTRUCTION WAS APPROVED BY A MAJORITY OF

 7    VOTERS VOTING ON THE ISSUE AT AN ELECTION THAT OCCURRED AFTER

 8    NOVEMBER 21, 1994 AND BEFORE JUNE 27, 1997.
