SENATE BILL NO. 1116


   May 6, 1998, Introduced by Senators BENNETT and SHUGARS and 
        referred to the Committee on Government Operations.



        A bill to provide for the submission of certain reports to

   the legislature by institutions of higher education.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 1.  As used in this act:

 2         (a) "Institution of higher education" means a college or

 3    university described in section 4, 5, or 6 of article VIII of the

 4    state constitution of 1963.

 5         (b) "Professional school" means a law school, a medical

 6    school, a dental medicine school, or a veterinary medicine

 7    school.

 8         Sec. 2.  (1) The governing board of each institution of

 9    higher education shall submit a report to the senate and house

10    appropriations committees, the senate and house higher education

11    appropriations subcommittees, and the senate and house fiscal

 1    agencies by August 1 of each year that includes the following

 2    information regarding the previous academic year:

 3         (a) The number of classes a professor or instructor on con-

 4    tinuing tenure taught per academic semester, trimester, or

 5    quarter.

 6         (b) The number of credit hours a professor or instructor on

 7    continuing tenure taught per academic semester, trimester, or

 8    quarter.

 9         (2) This section does not apply to any of the following:

10         (a) A professor or instructor on sabbatical.

11         (b) A professor or instructor in a professional school.

12         (c) A professor or instructor with an extension

13    appointment.
