        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by amending section 6 of article XI, to allow

   merit pay systems for public school teachers.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to allow merit pay systems for public school

   teachers, is proposed, agreed to, and submitted to the people of

   the state:

 1                                ARTICLE XI

 2         Sec. 6.  By ordinance or resolution of its governing body

 3    which shall not take effect until approved by a majority of the

 4    electors voting thereon, unless otherwise provided by charter,

 5    each county, township, city, village, school district, and other

 6    governmental unit or authority may establish, modify, or

 7    discontinue a merit system for its employees.  other than

 1    teachers under contract or tenure.  The state civil
             service

 2    commission may on request furnish technical services to any such

 3    unit on a reimbursable basis.

 4         Resolved further, That the foregoing amendment shall be sub-

 5    mitted to the people of the state at the next general election in

 6    the manner provided by law.
