"Our gracious Lord, in granting us this day in this time, the open opportunities for service, for giving of ourselves, for loving, reconciling and repenting of our offenses. The doors of opportunities stand open before us, the calling is clear, the responsibility is ours. Grant this body the courage and insight to act in a manner that acknowledges that the authority it wields is a sacred trust. That the governance of this state is Yours, and that these legislators will one day stand face to face with You to give account for the manner and dispensation of Your will for the people. So Lord, we ask that You would humble us. May we take nothing to ourselves, claiming no credit for what You would choose to accomplish through us, that quickens the ferment of your reign in this place and in the hearts of Your people. May we hold this precious trust lightly, acting in faithful obedience, aware that it is by Your providence that the people are rightly served. We pray in the power of Your Name. Amen."

Rep. Goschka, having reserved the right to explain his nay vote, made the following statement:

"Mr. Speaker and members of the House:

I voted against HR 210 and HCR 85 because they actually urge the state lottery commissioner to ignore current law. Current law simply states that political bingo is illegal. As lawmakers, we certainly have no place to ignore or skirt Michigan Law!

P.A. 275 is Michigan Law, period! We can't simply choose to observe only certain portions of the law, but rather, we are duty-bound to uphold all of it!

Both of these resolutions are greatly flawed in that they should have as their intent the desire to place the issue before the people for a vote. I would have been a cosponsor of such a measure, and I would have argued as much on the House floor. Letting the people decide this issue would be the correct manner in dealing with this issue, but we can't simply ignore a law when it is on the books!

If this issue comes before the House in the future in the form of a referendum, I will support it. However, no legislature can choose to ignore a law that it may not like. I repeat, this issue, although currently before the courts, ought properly to be decided by the people.

I urge my colleagues to bring this issue back to the House so that we can vote to put it on the November, 1998 ballot. We need to honor the democratic process by giving the people a voice. It's their government. Let's not deny them their right to decide!"
