Rep. Voorhees, having reserved the right to explain his protest against the passage of the bill, made the following statement:

"Mr. Speaker and Members of the House:

Once again the Michigan Legislature is establishing authorities that are given the power to raise and spend property tax dollars to entities whose board members are appointed and not elected. The principals of democracy say there should be no 'taxation without representation'. We believe election is the means of representation and of accountability not only with regard to raising taxes but in the spending of those taxes.

Establishing cultural authorities without election gives the opportunity for such entities to act outside of community standards (in this case) to enhance art and theater. Enhancement through this manner is not good policy for this state."

A resolution to urge the Environmental Protection Agency to revise its timetable for proposed rule making on ozone transport to provide opportunities for refined modeling to identify both beneficial and adverse impacts on air quality in upwind areas from emissions controls intended to benefit downwind areas.

With the recommendation that the following amendments be adopted and that the resolution then be adopted.

1. Amend the second Resolving clause, line 4, after "in" by striking out "another state" and inserting "other states".

2. Amend the second Resolving clause, line 6, after "Michigan" by inserting "and upwind states".
