Senator Gougeon, under his constitutional right of protest (Art. 4, Sec. 18), protested against concurring in the House substitute to Senate Bill No.484.
Senator Gougeon's statement is as follows:
I voted "no" on Senate Bill No.484 because it reduces the number of logo signs from what was passed in the Senate from 100 to 60. I think it's going in the wrong direction; it's going to put more pressure on billboards as opposed to logo signs, and that's the wrong direction. It's bad public policy.

"An act to authorize counties to establish and provide water, sewer, or sewage disposal improvements and services within or between cities, villages, townships, charter townships, or any duly authorized and established combinations thereof, within or without the county, and to establish and provide garbage or rubbish collection and disposal facilities and services for such units of government or combinations thereof, and for such purposes to acquire, purchase, construct, own, maintain, or operate water mains and trunk and connecting lines, water pumping and purification plants, sewers, sewage interceptors, sewage disposal plants, settling basins, screens and meters, and incinerators and disposal grounds; to authorize counties to establish, administer, coordinate, and regulate a system or systems of water, sewer, or sewage disposal improvements and services, and garbage and rubbish collection and disposal facilities and services, within or between such units of government; to provide methods for obtaining money for the aforesaid purposes; to authorize counties to extend by laterals and connections, and to construct, improve, repair, manage, or operate water, sewer, or sewage disposal improvements and garbage and rubbish collection and disposal facilities and services of and situated within such cities, villages, townships, charter townships, or any duly authorized and established combination thereof, and provide for the loan of money to such units of government for the purposes and the repayment thereof by agreements therefor; to provide methods for collection of rates, charges, or assessments; to authorize counties to enter in contracts with any unit of government providing for the acquisition, construction, and financing of improvements or facilities and for the pledge of the full faith and credit of each unit of government for the payment of their respective shares of the cost thereof; to authorize each unit of government having power to tax to impose taxes without limitation as to rate or amount for the payment of contract obligations in anticipation of which bonds are issued; to authorize counties to issue bonds secured by the full faith and credit pledges of each unit of government; to authorize counties to pledge their full faith and credit as additional security on such bonds and to impose taxes without limitation as to rate or amount to the extent necessary for the payment of such bonds; to authorize counties to issue revenue bonds and to pledge their full faith and credit as additional security for the payment of such revenue bonds, and to validate action taken and bonds issued,".

Whereas, This state depends on such people who take pride in maintaining the qualities of this resource base and who are motivated not by material possessions, but by the spirit of the commitment to public service; and
Whereas, The Michigan Senate depends heavily on these people to uphold the commitment of public service and to do the right thing in conserving our resource base; and
Whereas, It is with great honor and tribute that the Michigan Senate wishes to recognize the lifetime work of Larry Witte, as he retires upon having completed over 30 years of public service. Larry's work in serving, most notably as a division chief for both the Department of Environmental Quality and the Department of Natural Resources, contributed greatly to the conservation of Michigan's water resources; and
Whereas, Trained as an engineer from Michigan Technological University, Larry Witte took the lessons of living among the unparalleled natural resources of the Upper Peninsula and learned to know the privileges and responsibilities of living in this great state. Hunting, fishing, caring for, and nurturing for these resources in his early years led Larry Witte to a profession centered around water resources planning--that first began with the U.S. Army Corps of Engineers; and
Whereas, Later, Larry Witte exhibited the knowledge and leadership that have made the Departments of Environmental Quality and Natural Resources so effective by acting as Chief of the Land and Water Management Division with the Department of Environmental Quality and Chief of the Flood Plain Management Section, the Water Management Division, and the combined Divisions of Engineering and Water Management with the Department of Natural Resources, and as an appointed commissioner of the Great Lakes and Water Resource Planning Commission; and
Whereas, It is also fitting to honor Larry Witte, as his commitment to family, friends, and co-workers--in large part--defines the role he has played in this life. His wife, Joanne; parents Ann and Wheeler Witte; brother, Doug; children and stepchildren; and the many, many colleagues and friends have come to know Larry Witte as a man of conviction, unbending loyalty, even temperament, and dedication to duty. Surely, these people will have taken important lessons from him and will continue to know him and appreciate the value of this wonderful person; now, therefore, be it

Senator Conroy's statement is as follows:
Today patients will receive the protection they deserve in this state. I sponsored Senate Bill No.700 because it will strengthen protection for patients. My legislation will tighten the regulations for physicians from other states who apply for licensure, other countries or, indeed, the United States military who want to become licensed to practice in the state of Michigan. I proposed this change so that doctors who provide unacceptable medical care in another state or country cannot find a safe haven to continue that practice in Michigan. My bill will allow the necessary review and, if needed, allow sanctions to take place.
Thank you for the support of this crucial legislation.
Senator Shugars' statement is as follows:
This morning Senator Emmons and a number of other Senators had a press conference to talk about some of the bills that the Senate had passed over to the House of Representatives dealing with violence in our schools. I wanted to share with my colleagues the bill that we had introduced, Senate Bill No.689 and how important it is that we pass this bill as soon as possible, forward it to the Governor and make sure it becomes a pubic act before another case occurs.
As you remember, this is one where a child was sexually assaulted in a school. She was raped and she had the trauma of the crime itself to deal with, the trauma of going through the judicial system, and then she had to go through nine months with the school board to get permission to go to another school that she and her parents felt was a safe environment for learning.
This bill included not only sexual assaulted victims in our schools, but physically assaulted and also sexually harassed. I find it interesting that our colleagues on the other side of the building feel that sexual harassment is not a problem. I'm not going to battle that at this time, but obviously they have taken it out, but I hope that they will send the bill over as soon as possible on the sexually assaulted. We can bring up the sexual harassment in the future. I find it interesting that the individuals on the other side of the aisle, from the White House on down the line, feel that sexual harassment is not a very important situation.
I look forward to that type of debate because I have an eight and one half year old, and if somebody sexually harassed her in the school, I assure you we will be taking her out and going to another school, because I think that that is totally inappropriate. Our school have to be a safe environment for our kids. I guarantee that, and I urge my colleagues in the House of Representatives to move that bill forward as soon as possible.
Senator Emmons' statement is as follows:
Violence in public schools is a problem, and since the beginning of the year to the end of March, we've had 27 expulsions from Michigan schools. Over a period of three years, we've had over 600 expulsions, and they're with weapons; they're with actions; but it indicates a direction that we want reversed. It is very important that when a mother and a father send their child to school, they can feel that the child will be safe and be in a safe environment.
We have sent back to the House a bill that they hung onto for eight months. We turned it around in 21 days, and we hope that the bills that went out of this chamber last Thursday will be acted on quickly, so we can send a message that in Michigan, it is unacceptable for students to assault teachers and students.
