Rep. Jason Allen, from the 104th District, offered the following invocation:
"One of my favorite books from the Bible is the book of Romans. The writer of this letter was the Apostle Paul, the greatest missionary who ever lived. For many years, Paul had wanted to visit Rome to minister and this letter served as a careful theological introduction to the hoped for personal ministry. Paul wrote to prepare the way and present the basic system of salvation to a church that had not received the teaching of the Apostle before.
Martin Luther had said to the Romans that this epistle is really the chief part of the New Testament and is truly the purest gospel. It is not worthy, not only that every Christian should know it word for word and by heart, but also that he should occupy himself with it every day as the daily bread of the soul. We can never read it or ponder over it too much, for it is the more we read, the more precious it becomes and the better it tastes.
From Romans 12:1-18:
Therefore, brothers, I urge you in the view of God's mercy, to offer your bodies as living sacrifices, holy and pleasing to God--this is your spiritual act of worship. Do not conform any longer to the pattern of this world, but be transformed by the renewing of your mind, then you will be able to test and approve what God's will is--His good and pleasing perfect will. Love must be sincere; hate is what evil clings to. Be devoted to one another in brotherly love; honor one another above yourselves. Never be lacking in zeal, but keep your spiritual fervor, serving the Lord. Be joyful in hope, patient in affliction and faithful in prayer. Share God's word with His people and practice hospitality.
I hope that these thoughts bring guidance and wisdom to this House during the day. Thank you."

Reps. Callahan and Dennis, having reserved the right to explain their protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
I voted no HB 4695 (H-1) because I believe it is another attack on local control. The local school boards are elected to oversee our schools and they are in the best position to know what our schools need. This bill limits their ability to choose community members who they see as the best candidates for certain advisory committees. In addition, this bill sends a message that the opinions of community members who aren't parents are not important. The quality of our children's education should be of great importance to all of us. It is critical to our state's and our nation's success."
Rep. Minore, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
Once again this House, from the comfort of our Lansing Chamber, is attempting to dictate the actions of a local governing unit. This bill tries to fix a problem that doesn't exist. I believe that local governing units know better than we do how to operate their local units."

Motions and Resolutions
Rep. Voorhees offered the following resolution:
House Resolution No. 262.
A resolution to memorialize the Congress of the United States to amend the Fair Labor Standards Act to permit all employers to offer compensatory time for overtime worked.
Whereas, The Fair Labor Standards Act was enacted in 1938 to address needs in the workplace of our country. This legislation set standards for overtime pay, minimum wage, and child labor. Sixty years later, one component of this law is being called into question by employers and employees alike. The provisions of the law in need of amending are those prohibiting private sector employers from being able to offer compensatory time for overtime worked; and
Whereas, The Fair Labor Standards Act reflects a marketplace where manufacturing was the dominant force, where males comprised the work force almost entirely, and where child care responsibilities were almost exclusively borne by women in the home; and
Whereas, For many years, the public sector has benefitted from the option of compensatory leave time for employees instead of overtime pay. This flexibility has afforded public sector employees increased opportunities to care for their families and balance the responsibilities of their lives. Care for children, elderly relatives, or family members who are sick becomes much easier if extra time worked can be converted to extra time off. Indeed, for many people, time can be more valuable than money alone in some circumstances; and
Whereas, Proposals in recent years to amend the Fair Labor Standards Act to permit private sector employers to offer the option of compensatory time for overtime worked have generated discussions that illustrate the need for change. The men and women who fuel America's economy recognize flexibility as a benefit to their own lives. Our nation stands to reap similar benefits as our economy of service, ideas, and communications faces the challenges ahead; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to amend the Fair Labor Standards Act to permit all employers to offer compensatory time for overtime worked; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
The resolution was referred to the Committee on Employment Relations, Training and Safety.

The Senate has amended the House substitute (H-3) as follows:
1. Amend page 3, line 3, after "COMMODITIES" by striking out "OR A PERSON HAULING PROPANE GAS".
2. Amend page 3, line 5, after the second "FARM" by striking out "OR THE PERSON WHO DELIVERS THE PROPANE GAS".
3. Amend page 4, line 7, after "COMMODITIES" by striking out "OR PROPANE GAS".
4. Amend page 7, line 4, after "COMMODITIES" by striking out "OR PROPANE GAS".
The Senate has concurred in the House substitute (H-3) as amended.
