House Resolution No. 280.

A resolution to memorialize the Congress of the United States to permit a higher threshold of excluded assets for senior citizens qualifying for Medicaid services.

Whereas, Medicaid is a state and federally funded entitlement program that pays for a variety of medical care services. Eligibility for Medicaid assistance is determined through formulas that are based on income levels, the value and types of assets, marital status, number of children, the types of resources owned, and other factors; and

Whereas, Under the current policies, senior citizens who need the services Medicaid provides must divest themselves of assets accumulated over a lifetime of planning for the future. They must make themselves virtually and permanently destitute, sacrificing all hope of ever regaining independence in order to receive help with any medical crisis, regardless of the duration of the condition; and

Whereas, The limits for assets that are excluded when determining eligibility for Medicaid should provide for a higher level of assets for senior citizens. Older men and women have far less opportunity to rebuild their assets. Their ability to work is far more limited than it is for younger people, and health considerations often make any employment impossible. The threshold of $2,000 of countable resources for a person and $3,000 for a married couple holds far different value for a younger person than a senior citizen; and

Whereas, Providing for a differentiation for older people is a fair approach in that it would bring a more appropriate standard to the process of determining eligibility. People who have worked all their lives likely have many more resources than those in their thirties, for example. A modest increase will not be an inappropriate windfall for older people, but a logical recognition of different stages of life; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to permit a higher threshold of excluded assets for senior citizens qualifying for Medicaid services; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Appropriations.

House Resolution No. 281.

A resolution to urge the United States Department of Veterans Affairs to select southeastern Michigan as one of the sites for a new National Cemetery and to memorialize the Congress of the United States to provide appropriate funding.

Whereas, The National Cemetery Administration of the United States Department of Veterans Affairs honors American veterans with a final resting place and lasting memorials that commemorate their service to our nation; and

Whereas, America's veteran population is aging rapidly, with projections of a death rate for World War II and Korean War veterans to increase each year and peak in 2008 with 620,000 deaths; and

Whereas, The United States Department of Veterans Affairs reported to the Congress in 1987 and 1994 that southeastern Michigan was among ten geographic areas with the greatest need for burial space in a National Cemetery; and

Whereas, Recent testimony before the United States Senate's Committee on Veterans Affairs identifies the 450,000 veterans living in southeastern Michigan as the largest remaining concentration of veterans not now properly served by a National Cemetery; and

Whereas, Public Law 106-117 requires the Secretary of the United States Department of Veterans Affairs to report to Congress the six areas most in need of a new National Cemetery and to provide a schedule for establishing the facility; now, therefore, be it

Resolved by the House of Representatives, That we urge the United States Department of Veterans Affairs to select southeastern Michigan as one of the sites for a new National Cemetery and to memorialize the Congress of the United States to provide appropriate funding; and be it further

A resolution honoring Herbert J. Strather.

Whereas, Herb Strather, a Detroit native, is an optimistic visionary. His motto, "He who can see the invisible can do the impossible", directs his daily activities. Herb Strather, a catalyst for economic development in the City of Detroit, led the campaign to bring casinos to Detroit. His vision of Detroit is that of a world class city where the average citizen participates through business opportunities. Strather & Associates, his real estate development company, recently celebrated 25 years in Detroit; and

Whereas, Herb Strather is a champion for youth. He has worked many years with Optimist International across the country on various youth-oriented projects. As a lifetime member of Optimist International he established more than 80 clubs in North America, more than any other individual in the history of the organization. In 1998 Detroit Optimist Clubs raised more than $300,000 and provided more than 350 projects that involved 50,000 youth in the Detroit Public Schools. Moreover, he recently donated $1 million dollars to Optimist Youth Foundation; and

Whereas, Herb Strather business and personal efforts have resulted in economic growth and progress for Detroit's neighborhoods, churches, and community organizations. He has a proven track record of leading by example. His personal contribution assisted a local Detroit church in rehabilitating a community center. His business expertise was instrumental in negotiating the development of a new K-Mart in a Detroit neighborhood that lacked major retail shopping opportunities and jobs; and

Whereas, Herb Strather has also donated real estate to Hartford Memorial Baptist Church, Westside Unity Church, and Marygrove College. As past chairman of the Atwater Foundation, he spearheaded the award of $350,000 to Schools of the 21st Century. Herb Strather chairs the Economic Development Committee of the powerful Progressive National Baptist Convention. He is the past International Vice President of Optimist International and he currently chairs the worldwide New Club Building Initiative for Optimist International. Mr. Strather has received numerous awards from Optimist International, NAACP, Minority Organ and Tissue Transplant Educational Program, and, most recently, the 1999 Heroes and Legends Award for his contributions to music; and

Whereas, The most important element of Herb Strather's character is that he is a family man. He is the devoted husband of renowned educator Dr. Vivian Carpenter Strather. Together, they are raising two daughters, Carmen and Nikki; and

Whereas, A visionary like Herb Strather is in the forefront helping to rebuild Detroit. He gives truth to the statement, "In America, it has always been visionaries who changed the way people think"; now, therefore, be it
