"Blessed is the Spirit of the universe who has brought us here, given us life and sustained us to celebrate this day. Most faiths recognize that God, or that which is holy, rests in our breath. Recognizing the diversity of faith beliefs and practices gathered in this room today; recognizing the heaviness of your dockets and that which rests on your shoulders; recognizing that we all come here with a variety of joys and concerns from our own personal lives, I invite you to take a deep breath.

May we now rest ourselves in prayer. Holy One, gather us, hold us, cradle us, urge us, beckon us. Breathe among us Your holy presence. May there be discernment here. May there be wisdom and courage here. May there be listening, honor and respect. May there be compassion and understanding. May there be justice and hope. And, may the fruits of our labor know full flower. May there be patience here. Holy God, garner us together in such a way that across all thoughts and boundaries that would hold us back, we further build the good of You who holds us fast. A resolution to memorialize the Congress of the United States to enact legislation to prevent further reductions in federal spending through the Disproportionate Share Hospital program.

Whereas, The Disproportionate Share Hospital (DSH) program is our country's primary method of supporting the hospitals that provide a safety net of service for our most vulnerable Medicaid, uninsured, and underinsured patients. Under this program, federal and state governments make payment adjustments to those hospitals serving disproportionately large numbers of people with few financial or insurance resources; and

Whereas, The Balanced Budget Act of 1997 established a schedule of payment allotments to the DSH program that provides a series of cuts. The act cut DSH payments by $10.4 billion from Fiscal Year 1998 to Fiscal Year 2002. Since that time, however, changes have been implemented in welfare and other areas that have had the impact of greatly increasing the effect of the cuts to DSH expenditures; and

Whereas, The shortfall of DSH funding is a major threat to an entire segment of our health care system. With Michigan home to approximately 1 million of the country's 35 million uninsured people, the large cut of DSH funding would seriously impact our state's citizens and the safety net hospitals that serve them; and

Whereas, There are bills before Congress to preserve DSH funding at current fiscal year levels--which already present a genuine financial challenge--rather than implement the more severe cuts scheduled to take place under the Balanced Budget Act of 1997. Clearly, legislation to safeguard this program at a more realistic level is of great importance to our nation's health care system; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact legislation to prevent further reductions in federal spending through the Disproportionate Share Hospital program; and be it further

A resolution honoring Reverend Dr. David G. Speller.

Whereas, It is a distinct privilege that we give accolade and praise to this blessed man of the cloth, Reverend Dr. David G. Speller, and his beautiful and endearing wife Ruth, at St. Francis Missionary Baptist Church where the Reverend Floyd A. Davis is Pastor of this wonderful church. We gathered at this church on Sunday, April 30, 2000 to pay our respects to the Pastor Emeritus and previous First Lady. We prayed for long life, excellent health, and the continued ability to bring the Word so others will know the true and living Christ; and

Whereas, Reverend Speller was the son of the late Reverend and Mrs. L. J. Speller of Windsor Bertie County, North Carolina. He was born on April 1, 1912 in the Pollocks Community on the Plantation of Tom Maben. Brother Speller is a graduate of North Carolina Agricultural & Technical State University in Greensboro, North Carolina. He was ordained by the West Roanoke Baptist Association in North Carolina. Reverend Speller then received his Bachelor of Theology Degree from Toledo Bible College in Ohio. He went on to receive his Master of Arts and Doctorate of Theology degrees from Seattle Pacific University in Washington. Reverend Dr. David G. Speller has received several honorary degrees; Doctor of Divinity from the Baltimore Baptist Bible College and Seminary in Baltimore, Maryland, Doctor of Humane Letters from the Urban Bible Institute in Detroit, and Doctor of Laws from the Tennessee School of Religion, the Detroit extension; and

Whereas, Reverend Speller has also received numerous awards; the Dr. Martin Luther King, Jr. Community Service Award, the Detroit City Council Leadership Award, the Michigan Legislature Leadership Award, the Mayor Coleman A. Young Leadership Award, and from his beloved St. Francis, he received the Leadership and Christian Education Award, just to name a few; and

Whereas, His love for the Lord and people have made the good Reverend Doctor a man others respect, love, listen to, learn from, pray with, and pray for. That says a lot about this gentle man's character; and

Whereas, Reverend Speller has pastored six churches in North Carolina and four in this great State of Michigan. We thank Reverend Speller for his vision and organizing St. Francis twenty-six years ago. This church still deems him pastor for the people. Reverend Dr. Speller continues his untiring service to people everywhere and never refuses to serve. Through it all, his wife, Sister Ruth, has been his soul mate and his rock, his all-in-all. Without her love, support, wisdom, and understanding the Reverend would not have been able to do God's work as well as he has. We thank our Savior for her calm spirit. Whereas, Following the 1973 amendments to the federal Older Americans Act, United Community Services of Metropolitan Detroit received endorsements from the state of Michigan and six county commission boards to establish an area agency on aging; and

Whereas, The Area Agency on Aging 1-B was established as a nonprofit agency dedicated to maintaining the independence and dignity of older adults and persons with disabilities by supporting home care and community based services for over 430,000 older persons in the counties of Livingston, Macomb, Monroe, Oakland, St. Clair, and Washtenaw; and

Whereas, In 1987, the Area Agency on Aging 1-B became an independent nonprofit entity to serve as a single point of access to care for individuals 60 years of age and older; and

Whereas, The fiscal year ending 1999 represented the agency's twenty-fifth year of community service dedicated to:

* Educating and advocating on issues of concern to older persons

* Allocating federal and state funding for social, nutritional, and long-term care services

* Developing new older adult services

With the outstanding record this team has achieved, this group of disciplined, hard-working students has generated great pride throughout the Grand Haven community; and
