Dear Heavenly Father, be with one of our colleagues and her family, these are difficult times and she will be sorely missed. Lord, we know You are looking after her. The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

A resolution of tribute offered as a memorial for the Honorable Janet Kukuk.
Whereas, The members of this legislative body join with the people of her district and admirers from across the state in mourning the passing of Janet Kukuk. Her untimely demise has taken from among us a public servant of unshakable conviction and a woman with a strength of spirit that will long remain a source of inspiration to all fortunate enough to have known her; and
Whereas, A graduate of Central Michigan University, Janet Kukuk devoted her entire life to others. As a Peace Corps volunteer in Thailand in the 1960s, as a devoted mother, as a longtime political and community activist, as a woman of faith, as an educator, and as a lawmaker, she touched the lives of countless individuals and families. While her responsibilities evolved, from working with people in small groups to serving as a member of the Michigan Legislature, her commitment to the principles of respect for life, her personal integrity, and her willingness to speak out for those unable to do so never wavered; and
Whereas, Elected to the Michigan House of Representatives in 1998, Janet Kukuk had an influence on public policy in Lansing far beyond the measure of her tenure here. She was a most effective member of the Appropriations Committee, and she led the move to bring greater protection to this state's children. Most importantly, Representative Kukuk brought to her work a sincerity of beliefs and courage that reached across all party or issue labels to foster respect for others and for our system of self-government. Surely this legacy will long be treasured; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute in memory of our dear friend and colleague Representative Janet Kukuk; and be it further
Resolved, That copies of this resolution be transmitted to her family as evidence of our deepest condolences.

A resolution to memorialize the Congress of the United States to strengthen statutory and regulatory measures to solve the problem of exotic species being released into the Great Lakes by the ballast water of ships.
Whereas, In recent years the Great Lakes network has been harmed by a variety of nonnative species that came into the region from the ballast water of ships from other parts of the world. While the challenge of protecting the delicate balance of the Great Lakes ecosystem is not new, some of the most recent invading species are proving to be especially harmful. Increasing international trade brings the worry that even more nonindigenous organisms may compound the problem; and
Whereas, There are laws in place at the federal level that call for certain ballast water replacement practices and sampling procedures. Because of the many factors involved, including technological challenges and significant safety and navigation issues, the practices in place provide for exclusions from certain requirements in many situations. As a result, the current policies and actions are clearly inadequate. Efforts to develop new safeguards must be accelerated; and
Whereas, The issue of exotic species invading the Great Lakes from the ballast water of ships is a problem that will only be solved through the cooperation of Canadian and American officials and the most knowledgeable scientists and maritime experts. Consistency in policy and practices, especially as new methods and equipment emerge, offers the best opportunity to bring success to the difficult problem of eliminating the introduction of nonnative species into the Great Lakes. Our federal laws and regulations must reflect the seriousness of this issue; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to strengthen statutory and regulatory measures to solve the problem of exotic species being released into the Great Lakes by the ballast water of ships; and be it further

A resolution to memorialize the life of Jacob Lawrence, a great African-American artist.
Whereas, The recent passing, on June 9, 2000, of the 82 year old world-renowned artist, Jacob Lawrence, has sparked renewed interest in the life of this prolific painter whose works depicted and brought to the forefront the daily life, struggles, aspirations, and achievements of African-Americans for over 60 years; and
Whereas, The Detroit Institute of Arts, in November of 2000, held an exhibit to display the works of Jacob Lawrence and bring his artistic importance and contributions to the people of the state of Michigan; and
Whereas, Jacob Lawrence lived and worked in Harlem, New York after his mother migrated there from Atlantic City, New Jersey in 1930 when he was just 13 years old. He established himself in the appropriate environment to develop and hone his artistic abilities and produced his first work in 1936 entitled "Harlem Life". This set the tone for his succeeding works and earned him numerous awards, such as the National Medal of Arts in 1990 and the NAACP's highest honor, the Springarn Medal in 1970; and
Whereas, Lawrence's paintings have been exhibited in museums throughout the United States. His narrative works, including "The Migration of the Negro", a pictorial account of the mass movement of blacks from the South to the North seeking work, a 32-piece series on the life of Frederick Douglass, and his 31 piece series on the life of Harriet Tubman, have garnered nationwide praise and admiration for their artistic value and realist representation of the African-American history and culture; and
Whereas, The people of the state of Michigan have always valued artists and their craft, being strong supporters of the arts through their patronage and financial contributions to art institutes and museums throughout this state; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate the life and contributions of the late Jacob Lawrence and recognize him as an exceptional artist and recorder of African-American history on canvas; and be it further
Resolved, That a copy of this resolution be presented to the family of Jacob Lawrence as a symbol of our esteem for his life, his passion and his artistic "eye" in depicting the struggles, aspirations, and achievements of African-Americans for all the world to see.

Whereas, It is with deep appreciation for the hard work, dedication, and professionalism that Donald L. Hare has put forth on behalf of the people of the State of Michigan and the United States Department of Agriculture that we offer this expression of our thanks and best wishes in his retirement; and
Whereas, Donald L. Hare was appointed in 1993 to the position of State Director for Rural Development within the U.S. Department of Agriculture by President William Jefferson Clinton; and
Whereas, As state director, he has been recognized for his leadership in reorganizing and restructuring the agency and awarded outstanding leadership for his successful efforts in President Clinton's Enterprise Community Initiative. He was also honored as State Director of the Year in 1996 for his enhancement of the mission area's civil rights program in Michigan; and
Whereas, Don came to the Rural Development Agency eight years ago, after having devoted eighteen years as Chief of Staff to Congressman Bob Traxler and twelve years teaching government, economics, and special education classes; and
Whereas, In eight years of service to the people of the State of Michigan, as well as the Department of Agriculture, Don has been working in the public arena during an era of great change. As Don well knows, financial pressures and changing expectations have combined to make the recent past a challenging time to work with local and state governments. With the personal sense of duty that Don brings to work each day, he has been able to meet this challenge with enthusiasm and a genuine interest in efficiency in public service; and
Whereas, There can be little doubt that the record of Donald L. Hare, in his responsibilities as State Director for Rural Development within the U.S. Department of Agriculture over the past eight years, will continue to reap rewards for the people of the State of Michigan. We offer our thanks on this personal milestone; now, therefore, be it
