A SUMMARY OF HOUSE BILL 4457 AS INTRODUCED 4-13-99


Under current law, a court may terminate a parent's parental rights for a number of reasons, including, among other things, abandonment, abuse, failure to provide proper care or custody, serious and chronic neglect, and the parent's conviction of certain crimes. House Bill 4457 would amend the Probate Code to allow a court to terminate the parental rights of a parent who had committed a serious assault on a children's protective services caseworker. A serious assault would include an assault and infliction of serious or aggravated injury under the provisions against assault and infliction of serious injury or a felony violation of any of the assaultive crimes in the Penal Code.
