A SUMMARY OF HOUSE BILL 4565 AS INTRODUCED 4-22-98


House Bill 4565 would amend the McCauley-Traxler-Law-Bowman-McNeely Lottery Act to revise the distribution of lottery revenues to school districts.


Current law specifies that after payment of prizes and reasonable expenses of the Lottery Bureau in its operation of the lottery, the net revenue in the State Lottery Fund and any money or interest generated by the Lottery Fund must be deposited in the State School Aid Fund and distributed as provided by law.


House Bill 4565 would require that the lottery revenue deposited in the State School Aid Fund established in section 11 of article IX of the State Constitution be distributed by appropriation to the school districts in proportion to the amount of net lottery revenue generated by each school district during the preceding state fiscal year. Further, the bill would require that lottery revenue would not be distributed to school districts from the School Aid Fund until after the enactment of the K-12 budget for the state fiscal year following the state fiscal year in which the net lottery revenue was generated.
