A SUMMARY OF HOUSE BILL 4763 AS INTRODUCED 6-8-99


Under the Lottery Act, the commissioner of the Bureau of State Lottery is authorized to promulgate rules to implement the act, including establishing the manner and amount of compensation to be paid to licensed sales agents. Currently, the commission for selling lottery tickets is set at six percent of the price of a ticket. In addition, if an agent cashes a winning ticket for an amount up to $600, he or she receives two percent of the prize amount. For tickets with a prize amount over $600, which must be cashed by lottery officials, the agent who sold the ticket receives two percent of the prize amount up to a cap of $2,000.


House Bill 4763 would amend the McCauley-Traxler-Law-Bowman-McNeely Lottery Act to increase the commission for selling tickets to ten percent of the price of the lottery tickets. (The bill does not address the commission given to agents who cash in winning tickets or who sell winning tickets with a prize over $600.)
