A SUMMARY OF HOUSE BILL 5062 AS INTRODUCED 10-27-99


House Bill 5062 would amend the General Property Tax Act (MCL 211.78m) to specify that a foreclosing governmental unit (but not the state) could apply to the Department of Environmental Quality for a grant to conduct response activities on property in its possession. If the foreclosing unit subsequently sold the property for which a grant had been made, and the proceeds of the sale were greater than the amount of the grant, taxes, interest, fees, and all costs, then the bill would require that the residual proceeds be transmitted to the Department of Environmental Quality for deposit in the Cleanup and Redevelopment Fund.
