A SUMMARY OF HOUSE JOINT RESOLUTION B AS INTRODUCED 1-26-99


The joint resolution would amend Article IV, Section 26 of the state constitution to require a two-thirds vote by each house of the legislature before any bill imposing a state tax or increasing the rate of a state tax could become law. The amendment would be submitted to voters at the next general election.


The term "tax" in the resolution would be defined as "a public burden imposed generally upon the inhabitants of this state for governmental purposes, without reference to peculiar benefits to particular individuals or property." The required vote would be two-thirds of the members elected to and serving in each house.
