EXTEND LIQUOR LICENSE ISSUANCE - S.B. 586 (S-1): FLOOR ANALYSIS

CONTENT


The bill would amend the Michigan Liquor Control Code to extend through the years 1999 and 2000, the issuance of additional resort licenses and resort economic development licenses; and through the year 2000 the issuance of additional specially designated distributor (SDD) licenses.


Under the Code, the Liquor Control Commission could issue up to 10 additional resort licenses

for the year 1998 to establishments whose business and operation are designed to attract and accommodate tourists and visitors to the resort area, and whose primary purpose is not for the sale of alcoholic liquor. The bill also would require that the establishments' capital investments in real property, leasehold improvement, and fixtures for the premises to be licensed be $75,000 or more. As provided for 1998, the number of these additional licenses would be limited to 10.


The bill also provides that the Commission could issue up to 20 additional resort economic development licenses for 1999 and 2000, rather than 25 additional resort economic development licenses as allowed for 1998.


Currently, the Commission may issue up to 10 additional SDD licenses for 1998 and 1999 for merchants whose business is designed to attract and accommodate tourists and visitors to a resort area. The bill would extent this to the year 2000.
