CONTENT
The bill would amend the Public Health Code to provide for the issuance of a health professional license to a person who was licensed to practice a health profession in Ontario, if Ontario granted reciprocal licensure to health professionals licensed in Michigan.
Currently, a person who is licensed to practice a health profession in another state, who is registered in another state, or who holds specialty certification from another state and who applies for licensure, registration, or specialty certification in this State may be granted an appropriate license or registration upon satisfying the board or task force to which the applicant applies as to both of the following: The applicant substantially meets the requirements of Article 15 (Occupations) and rules promulgated by a board or task force for licensure, registration, or specialty certification; and, the applicant is licensed, registered, or certified in another state that maintains standards substantially equivalent to those of this State.
Under the bill, in addition to meeting the requirements of Article 15, an applicant would have to be licensed in another state or in the Canadian Province of Ontario and the state or province would have to maintain standards substantially equivalent to those of Michigan. In addition, if the applicant were licensed in Ontario, the province would have to grant reciprocal licensure to persons who were licensed to practice that health profession in Michigan.

FISCAL IMPACT
According to the Department of Consumer and Industry Services, this bill could have a fiscal impact as there are currently numerous health licensees who are Canadian citizens. This bill could reduce the licensing revenue currently collected from new applicants if Ontario does not participate in the reciprocity.
