CONTENT


The bill would amend the Michigan Transportation Fund act to require, before May 2 of each year, a county road commission, or the county executive or other agency acting as the county road commission, to file with the State, the county, and each township in the county a report showing the disposition of funds appropriated, apportioned, or allocated under the Act to the county road commission, or the county executive or other agency, including the funds spent in each township in the county other than funds spent for snow and ice removal, pothole patching, and mowing. The report also would have to include other information on road funding, as specified in the bill.


Currently, a county road commission, before May 2 of each year, must file with the Director of the Michigan Department of Transportation and the clerk of the county, a report showing the disposition of funds appropriated, apportioned, or allocated under the Act to the county road commission, except funds appropriated under the Comprehensive Transportation Fund. The report described in the bill also would have to be filed with the Department Director and the county clerk, as well as each township in the county.


In addition to the general information required above, the report would have to include the following specific information:


-- The number of miles of local roads outside of incorporated municipalities in each township in the county and the amount of funds received for each of those miles by the county under the formula in the Act for funding county local road systems (MCL 247.662(7)(a)).

-- The number of miles of primary roads outside of incorporated municipalities in each township in the county and the amount of funds received for each of those miles by the county under the formula in the Act for funding county primary or local roads in urban areas and county primary road systems in general (MCL 247.662(4) and 247.662(6)(b)).

-- The total population outside of incorporated municipalities in each township in the county and the per capita amount of funds received for each person on the basis of population according to the formula in the Act for county local road systems (MCL 247.662(7)(b)).

-- The amount of funds received by the county from each township in the county for the purposes of the Act.

FISCAL IMPACT


This bill would have no fiscal impact on the State. However, the new reporting requirements outlined in the bill could result in additional administrative costs for county road commissions. If so, these costs would reduce the funding available for county road construction and maintenance purposes. The amount of these reductions cannot be determined.
