1. Unclassified Salaries. The Governor, House, and Senate recommend 9.75% increase. 489,700
2. AIS-MR Foster Care Facilities. The Governor , House, and Senate recommend a transfer of GF/GP funding from the Department of Community Health for the licensure and annual inspection of these facilities which provide foster care for severely disabled and mentally retarded individuals. 460,000
3. Financial Institutions Bureau. The Governor, House, and Senate included 4 FTE's and additional restricted funding to regulate expanded Credit Union industry and mortgage loan sector services. 240,000
4. Michigan State Housing Development Authority. The Governor, House, and Senate recommend a Federal increase for 1,200 additional Section 8 subsidized housing certificates. 4,950,000
5. Remote Initial Claims System. The Governor, House, and Senate recommend an increase in Federal and restricted funding for implementation of this new claims filing system. Of the amount $2 million would be used for additional rent costs that will be incurred during the transition period and $1.7 million will be used to provide skill upgrade training for the employees of the agency. 3,728,500
7. Other Changes. The Governor, House, and Senate recommend adjustments for various GF/GP, Federal, and restricted fund sources, rent and building occupancy charges, and economics. 18,154,900

8. Grant Increases. The House added $10,000,000 GF/GP for Arts, $1,500,000 restricted fund for Fire Protection, and $5,000,000 Federal and GF/GP for Nursing Home Quality Incentive Grants. The Senate increased the Arts grants by $100, added $500,000 to Fire Protection and 3 FTEs to the Nursing Home Grants. Conference added $4,100,000 for Arts, $746,000 for Fire Protection, and 3.0 FTEs for Nursing Home Grants. 4,846,000
9. Additional Inspectors. The House added 20 FTE's and $1,380,000 GF/GP for Day Care and 15 FTE's and $1,050,000 GF/GP/restricted funding for Occupational Safety and Health (MIOSHA). The Senate increased Day Care by $1,000 Federal and MIOSHA by 1.0 FTE and $40,000. Conference concurred with the House on Day Care and included 5.0 MIOSHA Inspectors. 1,604,000
10. Mine Safety Training. The Senate added additional Federal funding that will be available for additional mine safety training. Conference concurred. 50,000

Items Included by the Senate and House
1. Nursing Home Survey Reports. The House and Senate added new language requiring the department to submit the number and percentage of citations appealed, overturned, and/or modified. (Sec. 321)
2. Clarification of Survey Terms. The House and Senate added new language requiring the Department work with Community Health, the Ombudsman, and HCFA to clarify terms used in surveys and requiring the Department provide semiannual joint training for surveyors and providers on at least 1 of the 10 most frequently cited deficiency. (Sec. 331)
3. Posting of Nursing Home Surveys. The House and Senate added new language prohibiting any home that has not posted the Executive Summary of the last annual survey from receiving any incentive grant funding. (Sec. 333)
Conference Agreement on Items of Difference
4. Arts and Cultural Grants. The House changed the list of grant categories to reflect the Council's guidelines and included new language: a) creating Regional Service Providers grant category; b) requiring the Council to provide unsuccessful applicants with rationale and suggestions for improvement; c) requiring the Council to distribute the funding in a manner which supports the new category and distributing funding to the other categories in the same general proportions; d) requiring a report on all applicants and a report on the regranting awards; e) stating legislative intent that the Council take steps to make sure organizations receive no more than 15% of operating revenue by 2005; f) stating that any anchor organization receiving an award in excess of 10% of their operating revenue in FY 2000 could not receive an award that is greater than the FY 2000 amount. The Senate concurred with House changes and added language: a) stating legislative intent that the council simplify the mini grant applications, b) requiring equitable distribution of Regional grants and an assessment of the process, c) establishing a local arts agencies and services program, d) stating the council will use its best efforts to cap anchors at 65%, e) establishing a cultural organization pilot program for zoos, science museums, festivals, and history museums, f) requiring the council to assess the granting process and report findings to the Legislature. Conference concurred with all but Senate(e) and added Science Centers/Museums as eligible applicants. (Sec. 306)
5. Nursing Home Quality Care Incentive Grant Program. The House and Senate retained current language deleted by the Governor. Conference concurred with Senate changes requiring the posting of grant criteria on the Internet and in printed format, upon request. (Sec. 320)
6. Office of Financial and Insurance Services. The House and Senate added new language requiring that any funding collected by this newly created office as allowed under the Insurance Code, be allocated and expended separately and only in the manner as provided for in the Insurance Code. The Senate added language requiring the department to report on expenditures made from the Insurance Regulatory Fees in the Executive Direction, Management Services and the salary of the Commissioner (Sec. 329), and deleted language allowing insurance fees to be expended for legislators to participate in insurance activities. Conference concurred with Senate.
7. Day Care Licensing. The House and Senate added language requiring the additional funding added in part 1 be used to support 20 new positions for day care licensing in response to new rule changes governing these facilities. (Sec. 330)
8. MIOSHA. The House added new language requiring that the additional funding added in part 1 be used to hire 5 general industry inspectors, 5 construction safety inspectors, and 5 industrial hygienist. The Senate added 1 additional construction inspector. Conference added 5.0 construction inspectors. (Sec. 332)
9. Saginaw Valley Naval Ship Museum. The Senate added new language that conditions this appropriation on a $1,500,000 match requirement and creates a work project for the funds until 2002. Conference did not include.
10. Mobile Command Post. The Senate added new language allocating this funding to the Oakland County Sheriff's Department and requiring a match. Conference did include. (Sec. 340)
11. Unemployment Agency. The Senate added new language requiring the Agency to maintain a staff presence at each One Stop Center during normal business hours. Conference changed language to require the Agency to work with Career Development to ensure one stops have the ability to respond to inquiries on unemployment benefits. (Sec. 334)
12. Emergency Services Training Centers. The Senate added two new sections requiring these centers to provide a match for the appropriated funds. Conference did not include.
13. Inspection Results. The Senate added language requiring the Department to place Executive Summaries of inspections for both nursing homes and day cares on the Internet. Conference changed to require only nursing home summaries and that the department work towards putting day care summaries on the Internet. (Sec. 339)
