1. Trooper Schools/Step Increases. The Governor recommended increases for cost of Trooper Schools to begin in August 2000 and July 2001, plus increases for step increases for existing troopers and a reduction adjustment to reflect normal attrition. 4,760,000

FY 2000-01 STATE POLICE BUDGET - BOILERPLATE HIGHLIGHTS
Changes from FY 1999-2000 Year to Date:
1. The Senate recommendation included the following FY 1999-2000 boilerplate sections that had been recommended by the Governor for elimination:
a. Prohibits the purchase of foreign goods or services when competitively priced American goods or services are available. (Sec. 208)
b. Requires steps to provide business to deprived and depressed areas. (Sec. 209)
c. Guidelines for reimbursement of expenses of department personnel. (Sec. 211)
d. Authorizes and requires reporting of receipt and expenditure of forfeiture funds. (Sec. 213)
e. Prohibits citations issued as grounds for promotion or assignment. (Sec. 214)
f. Requires sex offenders registry website. (Sec. 215)
g. Prohibits subsidizing of contractual services. (Sec. 216)
h. Requires report on maintenance and use of State aircraft. (Sec. 217)
i. Requires Department to create and retain reports. (Sec. 218)
j. Requires report on casino. (Sec. 219)
k. Requires report on fire services provided by the State. (Sec. 301)

2. The Senate concurred with the Governor's recommendation that certain FY 1999-2000 boilerplate sections be eliminated, including sections requiring internal audit reports requiring a Year 2000 computer report, a report of concealed weapon licensing cost, a report on Internet crime unit feasibility, and a requirement to post a sign at closed weigh stations.
3. Truck Safety Study. The Senate recommended language requiring $50,000 for a logging truck safety study at Michigan Tech University. (Sec. 402)
4. Gun Law Enforcement. The Senate recommended boilerplate language requiring the training curriculum of Michigan State Troopers , police officers in the State, and in-service training of law enforcement personnel to include training on Federal firearms laws and how to turn violators over to the Federal Bureau of Alcohol, Tobacco, and Firearms. (Sec. 703)
5. Hand Gun Permit Study. The Senate recommended boilerplate language requiring a statistical study of the frequency and reasons why hand gun permit applications are rejected in the State. (Sec. 1301)
6. Computer Crime Grants. The Senate recommended boilerplate language that authorizes $300,000 to be used for computer crime fighting grants to local law enforcement agencies. (Sec. 1103)
7. School Bus Inspections. The Senate recommended boilerplate language which would require the School Bus Inspection Program to award certificates to school systems whose school buses all received a 100% successful State safety inspection on the first try. (Sec. 1201)
