     April 15, 1999, Introduced by Reps. Vander Roest, Middaugh, Jelinek, Gosselin, Voorhees, Kukuk, Birkholz, Scranton, Allen, Spade, Switalski, Koetje and Richner and referred to the Committee on Tax Policy.


        A bill to amend 1977 PA 89, entitled

   "State aid to public libraries act,"

   by amending section 5 (MCL 397.555).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 5.  To be eligible for membership in a cooperative

 2    library, a local library shall DO ALL OF THE FOLLOWING:

 3         (a) Maintain a minimum local support of 3/10 of a mill on

 4     state equalized valuation  TAXABLE VALUE, AS TAXABLE VALUE IS

 5    CALCULATED UNDER SECTION 27A OF THE GENERAL PROPERTY TAX ACT,

 6    1893 PA 206, MCL 211.27A, in the fiscal year before October 1 of

 7    the year before distribution.

 8         (b) Participate in the development of cooperative library

 9    plans.

10         (c) Loan materials to other libraries participating in the

11    cooperative library.

 1         (d) Maintain an open door policy to the residents of the

 2    state, as provided by section 9 of article  8  VIII of the state

 3    constitution of 1963.
