        A bill to amend 1987 PA 96, entitled

   "The mobile home commission act,"

   by amending section 17 (MCL 125.2317).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 17.  (1) The department of public health
              A LOCAL

 2    GOVERNMENT or its authorized representative shall conduct an

 3    annual physical inspection of mobile home parks and seasonal

 4    mobile home parks in accordance with standards established by the

 5    department of  public health  ENVIRONMENTAL
             QUALITY.  If the

 6    mobile home park or seasonal mobile home park is approved, the

 7     department of public health  LOCAL GOVERNMENT
             shall issue a cer-

 8    tification of compliance to the department of  commerce
              CONSUMER

 9    AND INDUSTRY SERVICES that the park is licensable.

10          (2) Except for purposes of issuing a license or
             renewing a

11     license pursuant to this act, a local government may not
                       make an

 2     code, or rules promulgated pursuant to this act were
