A bill to establish a fund for job training and skill devel- opment grants to unemployed and underemployed individuals. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. As used in this act: 2 (a) "Fund" means the job training and skill development fund 3 created in section 2. 4 (b) "Underemployed" means an individual who is working 5 part-time or full-time and receiving wages that are less than 70% 6 of the lower living standard income level as determined by the 7 United States department of labor, bureau of labor statistics. 8 (c) "Unemployed" means an individual without employment who 9 is ready and available for work. 10 Sec. 2. (1) The job training and skill development fund is 11 created within the state treasury. 00803'99 DMS 2 1 (2) The state treasury may receive money or other assets 2 from any source for deposit into the fund. The state treasurer 3 shall direct the investment of the fund, and shall credit to the 4 fund interest and earnings from fund investments. 5 (3) Money in the fund at the close of the fiscal year shall 6 remain in the fund and shall not lapse to the general fund. 7 (4) Subject to subsection (5), the Michigan jobs commission 8 shall expend money from the fund to provide grants that do not 9 exceed $500.00 per individual to unemployed and underemployed 10 individuals for job training and skills development. 11 (5) A grant under this section shall not be made to an indi- 12 vidual unless the individual is eligible to receive a federal 13 grant of $2,600.00 for job training and skills development. 00803'99 Final page.
