A bill to create the Michigan job training corps; to pre- scribe the powers and duties of a certain department; and to establish a fund and provide for the administration of that fund; and to make an appropriation. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. This act shall be known and may be cited as the 2 "Michigan job training corps act". 3 Sec. 2. As used in this act: 4 (a) "Commission" means the Michigan jobs commission. 5 (b) "Employer" means a person who obtains the services of 1 6 or more individuals in exchange for consideration, and retains 7 control and supervision of those individuals in the performance 8 of those individuals' services. 9 Sec. 3. Within 90 days after the effective date of this 10 act, the commission shall develop and implement a statewide 00473'99 DMS 2 1 program to encourage employer participation in the employment and 2 training of individuals between the ages of 16 and 18 years. The 3 program shall be known as the "Michigan job training corps". 4 Sec. 4. An employer may participate in the Michigan job 5 training corps program by applying to the commission for designa- 6 tion as a Michigan job training corps employer. The application 7 shall be in writing, contain the identification of the employer, 8 and verify all of the following: 9 (a) That the employer contractually agrees to provide 10 part-time or seasonal employment, or a combination of part-time 11 and seasonal employment, to 1 or more individuals between the 12 ages of 16 and 18. 13 (b) That the employment described in subdivision (a) 14 includes or shall include on-the-job training and employment ori- 15 entation for employees described in subdivision (a) who seek to 16 pursue areas of study related to the particular employment. 17 (c) That the employer contractually agrees to fund all or a 18 portion of the higher education costs of those individuals 19 described in subdivision (b) who pursue advanced higher 20 education. 21 Sec. 5. An employer designated by the commission as a 22 Michigan job training corps employer who provides funding for all 23 or a portion of the higher education costs of an employee hired 24 or retained under this act is entitled to reimbursement of that 25 funding from the Michigan job training corps fund created in sec- 26 tion 6. 00473'99 3 1 Sec. 6. (1) The Michigan job training corps fund is created 2 within the state treasury. 3 (2) The state treasurer may receive money or other assets 4 from any source for deposit into the fund. The state treasurer 5 shall direct the investment of the fund. The state treasurer 6 shall credit to the fund interest and earnings from fund 7 investments. 8 (3) Money in the fund at the close of the fiscal year shall 9 remain in the fund and shall not lapse to the general fund. 10 (4) The commission shall expend money from the fund, upon 11 appropriation, only for the purpose of reimbursing employers for 12 higher education funding provided under sections 4 and 5. 13 Sec. 7. The sum of $1,000,000.00 is appropriated from the 14 general fund to the Michigan job training corps fund created in 15 section 6. 00473'99 Final page. DMS
