A joint resolution proposing an amendment to the state con- stitution of 1963, by amending section 12 of article IV, to pro- vide that the state officers compensation commission's determina- tion of certain salaries and expense allowances becomes effective only upon approval by the legislature. Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state con- stitution of 1963, to provide that the state officers compensa- tion commission's determination of certain salaries and expense allowances becomes effective only upon approval by the legisla- ture, is proposed, agreed to, and submitted to the people of the state: 00501'99 JLB 2 1 ARTICLE IV 2 Sec. 12. The state officers compensation commission is 3 created. which 4 THROUGH DECEMBER 31, 1999, THE STATE OFFICERS COMPENSATION 5 COMMISSION shall determine the salaries and expense allowances of 6 the members of the legislature, the governor, the lieutenant gov- 7 ernor and the justices of the supreme court. The commission 8 shall consist of 7 members appointed by the governor. The com- 9 mission shall determine the salaries and expense allowances of 10 the members of the legislature, the governor, the lieutenant gov- 11 ernor and the justices of the supreme court which determinations 12 shall be the salaries and expense allowances unless the legisla- 13 ture by concurrent resolution adopted by 2/3 of the members 14 elected to and serving in each house of the legislature reject 15 them. The commission shall meet each 2 years for no more than 15 16 session days. 17 BEGINNING JANUARY 1, 2000, THE STATE OFFICERS COMPENSATION 18 COMMISSION SHALL DETERMINE THE SALARIES AND EXPENSE ALLOWANCES OF 19 THE MEMBERS OF THE LEGISLATURE, THE GOVERNOR, THE LIEUTENANT GOV- 20 ERNOR, AND THE JUSTICES OF THE SUPREME COURT. THE COMMISSION 21 SHALL CONSIST OF 7 MEMBERS APPOINTED BY THE GOVERNOR. THE COM- 22 MISSION SHALL DETERMINE THE SALARIES AND EXPENSE ALLOWANCES OF 23 THE MEMBERS OF THE LEGISLATURE, THE GOVERNOR, THE LIEUTENANT GOV- 24 ERNOR, AND THE JUSTICES OF THE SUPREME COURT, WHICH DETERMINA- 25 TIONS SHALL BE THE SALARIES AND EXPENSE ALLOWANCES ONLY IF THE 26 LEGISLATURE BY CONCURRENT RESOLUTION ADOPTED BY 2/3 OF THE 27 MEMBERS ELECTED TO AND SERVING IN EACH HOUSE OF THE LEGISLATURE 00501'99 3 1 APPROVES THEM. EXCEPT AS OTHERWISE PROVIDED BY THE LEGISLATURE, 2 THE COMMISSION SHALL MEET EACH 2 YEARS FOR NO MORE THAN 15 SES- 3 SION DAYS. 4 The legislature shall implement this section by law. 5 Resolved further, That the foregoing amendment shall be sub- 6 mitted to the people of the state at the next general election in 7 the manner provided by law. 00501'99 Final page.
