     October 12, 1999, Introduced by Reps. Thomas, Pestka, Clark, Switalski, Jamnick, Hale,
Brater, DeHart, Bovin, Bob Brown, Minore, Garza, Schermesser, Gieleghem, Rivet and
Lemmons and referred to the Committee on Constitutional Law and Ethics.


        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by adding section 31 to article V, to provide

   that the governor meet with the legislature periodically.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to provide that the governor meet with the

   legislature periodically, is proposed, agreed to, and submitted

   to the people of the state:

 1                                ARTICLE V

 2         SEC. 31.  NOT LESS THAN ONCE EACH MONTH WHILE THE LEGISLA-

 3    TURE IS IN SESSION, THE GOVERNOR SHALL ATTEND A SESSION OF EACH

 4    HOUSE OF THE LEGISLATURE.  AT EACH SESSION, THE GOVERNOR SHALL

 5    RESPOND TO QUESTIONS BY LEGISLATORS ABOUT THE GENERAL STATE OF

 6    GOVERNMENT AND EXECUTIVE BRANCH POLICIES.  THE GOVERNOR SHALL

 7    RESPOND TO AN EQUAL NUMBER OF QUESTIONS PRESENTED BY MEMBERS OF

 1    THE MAJORITY AND MINORITY PARTIES.  THE GOVERNOR MAY BRING THE

 2    HEADS OF EACH PRINCIPAL DEPARTMENT TO ASSIST IN ANSWERING

 3    QUESTIONS.

 4         Resolved further, That the foregoing amendment shall be sub-

 5    mitted to the people of the state at the next general election in

 6    the manner provided by law.
