"Kind and Gracious Ever-Lasting Father, the Eternal Father of Grace supplying the needs of thy people by the way of the cross. We pray at this time and ask Your blessings upon these distinguished members of the House of Representatives, and these that lead us in the legislative branch of our government. We ask that You would stretch forth Your hands and preserve them now. Guide them in their decision making, that they will make sound decisions that will positively and progressively bless and prosper our lives. That we may continue to espouse family values and the fabric of our society will continue to thrive and be a blessing to the inhabitants of the Earth. Bless us now with Your graciousness. "An act to meet deficiencies in state funds by providing for the imposition, levy, computation, collection, assessment, and enforcement by lien and otherwise of taxes on or measured by net income; to prescribe the manner and time of making reports and paying the taxes, and the functions of public officers and others as to the taxes; to permit the inspection of the records of taxpayers; to provide for interest and penalties on unpaid taxes; to provide exemptions, credits and refunds of the taxes; to prescribe penalties for the violation of this act; to provide an appropriation; and to repeal certain acts and parts of acts,".

House Resolution No. 15.
A resolution to memorialize the United States Congress to review and amend changes made in the payment schedule for home health services.
Whereas, The state of Michigan has developed a strong, community-based system of home health services for senior citizens and other persons with disabilities; and
Whereas, The Congress of the United States recently made changes to the schedule of payments for home health services and reduced payments for these services by twenty-seven percent; and
Whereas, During the development of Michigan's home health service systems, the state and its service providers achieved efficiency of resources. Michigan costs for services are below the national averages and well below the excessive charges of some service providers in some states; and
Whereas, The actions of the Congress that reduced the payment schedule for all home health services by straight percentages create grave difficulty for states and service providers that have historically been low-cost providers; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to review the changes made to the schedule of payments for home health services and to adopt payment policies that reflect the actual costs of providing the service and policies that make the largest reductions in payments to providers who are charging amounts that exceed state or agency norms; and be it further
Resolved, That a copy of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 16.
A resolution honoring the Harrison Township Fire Department.
Whereas, The Harrison Township Fire Department has been selected to receive this resolution as recognition of outstanding service to the people of the entire community for the December 29, 1998 rescue of stranded ice fishermen on Lake St. Clair; and
Whereas, On this occasion, it is most appropriate to offer this expression of the value that we all place on the work that the Harrison Township Fire Department has taken on and handled so well in seeking to protect the lives and property of others; and
Whereas, By dedicated work, the Harrison Township Fire Department clearly put into action the highest standards of citizenship and unselfishness. This concern for others is most obvious in the often heroic battles of fighting fires and trying to prevent the loss of life. These days, however, working as a fire fighter requires even more than courage and determination. Indeed, with the changes in equipment and the hazards of toxic materials, dedicated fire fighters like the Harrison Township Fire Department also put in plenty of extra time to learn and prepare long before and alarm is sounded, or rescue on our navigable waters is needed; and
Whereas, The quality of a fire department has a significant impact on any community. Whether the department is a volunteer unit relying on neighbors or a highly sophisticated urban department, we all rely on units such as the Harrison Township Fire Department for the safety of homes, businesses, and the lives of those we love; now, therefore, be it
Resolved by the House of Representatives, That members of this legislative body congratulate the Harrison Township Fire Department for this rescue. May the Harrison Township Fire Department and their families enjoy the health and happiness their efforts have earned; and be it further
Resolved, That a copy of this resolution be transmitted to the Harrison Township Fire Department as evidence of our best wishes for the future.
