"God of all power and might, we commend the men and women of this House of Representatives of the State of Michigan to the guidance of Your wisdom, to the keeping of Your love. May the members of this House whom the people have chosen, serve in honesty of purpose and uprightness of life. May they never forget their answerableness to the people they serve. Deliver them from the love of power and from motives of personal gain; from considerations of persons or money in place of the demands of truth and justice; and from losing patriotism in partisanship. Bless them in their work with an ever larger vision of truth, and an ever deeper sense of the demands of rightness, that through their faithfulness the life of the people they serve may be guided by wise policies and lifted to higher ideals and nobler achievements.

A resolution to memorialize the Congress to enact legislation to prohibit the federal government from claiming any tobacco settlement money from the states or directing how they expend these funds.

(The resolution was reported by the Committee on House Oversight and Operations on February 16, with substitute (H-1), consideration of which was postponed until February 17 under the rules.)

Rep. Spade moved to substitute (H-2) the resolution as follows:
A resolution to memorialize the Congress to enact legislation to prohibit the federal government from claiming any tobacco settlement money from the states and urging that a portion of the funds go toward combating tobacco use and supporting other health initiatives.
Whereas, After a long and arduous effort, the states reached a settlement with several tobacco companies for damages to the public's health and to reform certain industry practices, including the impact of certain marketing efforts on children. The 1997 multi-billion dollar settlement extends over twenty-five years and includes the payment of money directly to the states and to funds established to address specific components of the settlement; and
Whereas, In the time since the settlement was reached, federal officials have raised various proposals for the federal government to claim portions of the settlement money. This possibility prompted legislation in the 105th Congress seeking to prohibit the federal government from seizing any state tobacco settlement funds. Legislation has been introduced in the 106th Congress, H.R. 351, to safeguard the states' money by prohibiting the Secretary of Health and Human Services from considering this money recoverable under Medicaid; and
Whereas, The settlement reached by the states and the tobacco industry was the result of risks, expenses, and initiatives of the states. They have every right to the funds to cover state health damages and costs. However, the purpose of the lawsuit was to recover punitive damages from the tobacco companies for the damage that has been done to the health of Michigan's citizens, particularly our children. It is clear that money from the settlement should be invested in improving public health, especially on programs to cut back on smoking and to educate the public about the dangers of smoking; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress to enact legislation to prohibit the federal government from claiming any tobacco settlement money from the states and urging that a portion of the funds go toward combating tobacco use and supporting other health initiatives; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution to memorialize the Congress of the United States to correct the Social Security system problem of unequal benefits for "notch babies".
Whereas, Considerable public attention is being focused on Social Security. While efforts are underway to devise a strategy to preserve this system for future retirees and to maintain the system's solvency, there is another, more immediate issue to address. This problem is the inequity in benefits accorded to people born in 1917 and over the following several years. This group of citizens is often referred to as the "notch babies" or "notch victims"; and
Whereas, In the 1970s, efforts to ensure the financial viability of Social Security led to changes in how benefits are calculated. In the move to revamp the way payments are determined, certain groups of people had benefits calculated according to different formulas. The result of these adjustments is that many people born after 1916 and over the next several years receive less in benefits than those born between 1911 and 1916 and those born after 1922; and
Whereas, Efforts to correct the inequities facing the so-called "notch babies" have failed. The citizens in this group have a right to expect that this problem will be remedied while there still remains time to bring justice to a situation that has been wrong for far too many years; now, therefore, be it

A resolution recognizing the 100th Anniversary of the Veterans of Foreign Wars of the United States.
Whereas, Founded in 1899 by veterans of the Spanish-American War, the Veterans of Foreign Wars (VFW) is dedicated to serving all of America's veterans and their families; and
Whereas, Born in the fires of a revolution and tempered by civil war and foreign conflicts, the United States of America today embodies the highest ideals of freedom and democracy; and
Whereas, For over two hundred years millions of Americans have answered our nation's call to defend our freedoms and our democratic form of government against all enemies; and
Whereas, Such service has required sacrifice, hardship, endurance, dedication, bravery, courage and the highest level of patriotism; those who have served our country deserve special attention; freedom is not free, and these are the men and women who paid for the freedom all of us enjoy today; and
Whereas, In the past century, the VFW and its members have made considerable contributions to our country and their respective local communities including the Voice of Democracy scholarship program, Operation Uplink, the VFW National Disaster Relief Fund and the Buddy Program; and
Whereas, The commitment and contributions the VFW have made to Michigan in the past 100 years have been significant. Built in 1925, the VFW National Home in Michigan has been providing a family-like atmosphere emphasizing the values of education, good work habits and sound moral character to countless orphaned or single-parent children; and
Whereas, We must never forget the debt we owe these men and women, and we must also never take for granted the unselfish sacrifices they made to protect the freedom and liberty we enjoy today; now, therefore, be it
Resolved by the House of Representatives, That members of this Legislative body call upon citizens of Michigan to recognize the 100th Anniversary of the Veterans of Foreign Wars of the United States and to honor America's 26 million veterans.

House Resolution No. 22.
A resolution honoring the memory of Cardinal Olu Onaduko Ufum (James Brock Harris).
Whereas, The Good Lord chose a great and wise community leader, Cardinal Olu Onaduko Ufum (James Brock Harris), to be with Him. Cardinal Olu was a true leader who not only preached at the Shrine of the Black Madonna, but also served as an ambassador to our brothers and sisters in Africa and Jamaica. He was a good family man, friend and leader in the community; and
Whereas, The community benefitted from Cardinal Olu's dedication through the way he inspired and touched so many lives. He served as a role model for both young and old by his actions and words. His knowledge was unending and ability to draw from history and his everyday life experiences to relate to everyone in the community will be missed; and
Whereas, Cardinal Olu was born September 17, 1954 to the late James Daniel and Mrs. Matilda Harris in Detroit, Michigan. The Cardinal attended Detroit Public Schools and graduated from Mackenzie High School. He received an Associates Degree from Houston Community College, a Bachelors of Sociology from St. Thomas University, a Masters in Clinical Psychology from Texas Southern University and a Masters of Divinity from Yale in New Haven, Connecticut. He was inducted into the Psychology International Honors Society. He was called to active service to God at the age of 19 when he joined the Shrine of the Black Madonna in 1974 in Detroit, Michigan. He also served on Detroit's Region I School Board. He was ordained into the ministry at the Shrine in 1977. Cardinal Olu was the second Cardinal in the Pan African Orthodox Christian Church and a member of the Pan African Liberation Corp; now, therefore, be it
Resolved by the House of Representatives, That we commemorate the memory of this great man, who was a leader while with us and will serve as inspiration to us in his passing; and be it further
Resolved, That a copies of this resolution be transmitted to Mrs. Matilda Harris and the Shrine of the Black Madonna.

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 12 (MCL 247.662), as amended by 1997 PA 79, and by adding section 20b.
