Rabbi Joseph Klein, from the Temple Emanuel in Oak Park, offered the following invocation:
"Belief in God begins not with faith in theology, but faith in humanity. Belief in God has to do with human nature, with the way individual men and women act, with their attitudes: with their idea of what is good and what is bad...with their ideals. Belief in God has to do with our attitude toward Life itself. Do we find Life good? Is Life worthwhile?
If we believe that Life is worthwhile, that it is good, that in spite of sickness and accidents, in spite of personal conflicts and hurtful behavior, in spite of all the sad and difficult conditions of the world, the world is still a beautiful place to live in, and can yet be made an even better place--then we believe in God.
When we believe, we cannot be discouraged into thinking that all the misery in the world is due to the fact that misery must be there, or that it is a necessary part of life--rather our belief must lead us to the realization that we have not yet discovered how to do away with that misery!
We must, therefore, gather today and always as representatives of our communities, all of us in the common prayer that our efforts here might find benefit and improve the lives of the families and individuals of our great state. We pray for the wisdom, the courage, and the energy to become effective co-workers with our fellow citizens, believing that each life we touch and each decision made is another opportunity to make this a better world.
With the psalmist of Hebrew Scripture we affirm the single truth that transcends all belief: Behold, how good and how pleasant it is when brothers and sisters dwell together as one. Amen."

A bill to amend 1933 (Ex Sess) PA 18, entitled "An act to authorize any city, village, township, or county to purchase, acquire, construct, maintain, operate, improve, extend, and repair housing facilities; to eliminate housing conditions which are detrimental to the public peace, health, safety, morals, or welfare; and for any such purposes to authorize any such city, village, township, or county to create a commission with power to effectuate said purposes, and to prescribe the powers and duties of such commission and of such city, village, township, or county; and for any such purposes to authorize any such commission, city, village, township, or county to issue notes and revenue bonds; to regulate the issuance, sale, retirement, and refunding of such notes and bonds; to regulate the rentals of such projects and the use of the revenues of the projects; to prescribe the manner of selecting tenants for such projects; to provide for condemnation of private property for such projects; to confer certain powers upon such commissions, cities, villages, townships, and counties in relation to such projects, including the power to receive aid and cooperation of the federal government; to provide for a referendum thereon; to provide for cooperative financing by 2 or more commissions, cities, villages, townships, or counties or any combination thereof; to provide for the issuance, sale, and retirement of revenue bonds and special obligation notes for such purposes; to provide for financing agreements between cooperating borrowers; to provide for other matters relative to the bonds and notes and methods of cooperative financing; and for other purposes," by amending section 44b (MCL 125.694b).

"(2) The statewide independent living council, the Michigan association of centers for independent living, and Michigan rehabilitation services shall jointly produce a report providing the information listed in subdivisions (a), (b), (c), (d), and (e). Of the general fund/general purpose revenue appropriated in part 1 for vocational rehabilitation independent living, $903,800.00 is restricted and shall not be made available for distribution and expenditure prior to the submission and approval by the relevant subcommittees of this report.
(a) A detailed spending plan, including the specific entities, projects, and activities for each center for independent living that will be funded with the general fund/general purpose appropriation being restricted by this subsection.
(b) Anticipated results in terms of enhanced statewide access to independent living services to individuals who do not have access to such services through other existing public agencies, including measures by which these results can be monitored over time.
(c) Information from each center for independent living receiving funding through appropriations in part 1 detailing their total budget for their 3 most recently completed fiscal years as well as the amount within each of those budgets funded through the vocational rehabilitation independent living grant program referenced in part 1, the total amount funded through other state agencies, the amount funded through federal sources, and the amount funded through local and private sources.
(d) Savings to state taxpayers in other specific areas that can be shown to be the direct result of activities funded from the vocational rehabilitation independent living grant program during the most recently completed state fiscal year as well as additional anticipated savings that would directly result from the expenditure of the funds restricted by this subsection.
(e) Other information deemed relevant by the 3 reporting entities.
(3) The report required in subsection (2), shall be submitted for approval to the house and senate appropriations subcommittees for the department, the house and senate fiscal agencies, and the state budget director on or before January 15, 2000.".

Of funds appropriated in part 1 for employment service, the department of career development shall conduct a study to assess the need for conversion software and/or additional full-time equated positions to assist Spanish speaking individuals in accessing the state's computerized talent bank and job listings and to help employer farmers in placing listings relevant to migrant farm workers. The department shall report the findings of this study to both the house and senate appropriations committees by November 1, 1999. This report shall contain a recommendation of whether or not the department shall expend funds for full-time equated positions or conversion software or other technological devices to service Michigan's agricultural and migrant farm worker community.".

"Mr. Speaker and members of the House:
While the concept has merit, it does not belong in the budget dealing with career development--focusing on individual skills. I would support additional funding for small business development in the Economic Development Budget."
Rep. Godchaux moved to amend the bill as follows:
1. Amend page 13, line 18, after "to" by striking out the balance of the sentence and inserting "family independence program applicants and recipients and may be expended for grants which provide employment and training services to former family independence program recipients, as well as to recipients of noncash public assistance, specifically child day care, medicaid, or food stamp benefits.".
2. Amend page 14, line 9, after "shall" by striking out "be limited to" and inserting "include applicants and".
3. Amend page 14, line 14, after "section." by inserting "Additionally, the department and the family independence agency shall work together to develop a program to provide employment services to former family independence program recipients and to recipients of noncash public assistance benefits such as child day care, medicaid, or food stamp benefits. This program shall not be construed to be an entitlement to services.".
4. Amend page 16, line 4, by striking out all of subsection (12) and inserting:
"(12) The department and the family independence agency shall establish clear joint guidelines on the eligibility of work first participants for post-employment training support and on how training/education hours can be applied toward federal work participation requirements. These guidelines shall be developed in a manner which balances the ability of participants to obtain training and subsequent long-term, high-wage employment with the need to connect participants with the workplace. Any and all training/education, with the exception of high school completion and GED preparation, must be occupationally relevant and in demand in the labor market as determined by the workforce development board. Participants must make satisfactory progress while in training/education. The department shall submit these guidelines to the house and senate appropriations committees with jurisdiction over the department, over the family independence agency, and to the fiscal agencies by October 1, 1999.
(13) Work first participants may meet the work participation requirement by combining a minimum of 10 hours per week of work with training/education. Training/education may last up to 12 months and the calculated hours may include actual classroom seat time up to 10 hours per week plus up to 1 hour of study time for each hour of classroom seat time. The combined work and training/education hours must equal the minimum number of hours required to meet the federal work participation requirements, 30 hours per week for a single parent, 35 hours per week for 2-parent families, 55 hours if utilizing federally funded day care, and 20 hours per week for single parents with a child under the age of 6. Work first participants may enroll in additional hours of classroom seat time beyond the 10 hours. However, these hours and the related study time will not count toward the work participation requirement. The training may be no longer than a 1-year program, or the final year of a 2- or 4-year undergraduate program which is designed to lead to immediate labor force attachment.
(14) Work first participants may meet the federal work participation requirement through enrollment in a short-term vocational program requiring 30 hours of classroom seat time per week for a period not to exceed 6 months, or by enrollment in full-time internships, practicums, or clinicals required by an academic or training institution for licensure, professional certification, or degree completion, without an additional work requirement. Two-parent families who receive federally funded day care must work an additional 25 hours per week to meet the federal work participation requirement.
(15) Work first participants who lack a high school diploma or GED and who enroll in high school completion or classes to obtain a GED may count up to 10 hours of classroom seat time, combined with a minimum of number of hours of work per week, to meet their federal work participation requirement. There shall be no time limit on high school completion. GED preparation shall be limited to 6 months.".

Rep. Gosselin, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
This legislation funds a project dear to the heart of Hillary Clinton, but which most of the citizens who voted for me oppose very strongly.
The notion of a system of bureaucratic 'Workforce Development Boards' telling parents in detail how their children should be 'trained' (as opposed to educated) came out of a Carnegie Foundation report Hillary worked on back in the early 1990s. The report concluded the United States could not compete with Japan because we did not have this type of career channeling for our young people.
Since that time Japan's economy has been in a sustained depression, largely because they failed to rid themselves of centralized bureaucratic controls like the 'Workforce Development Boards' funded by this bill. Meanwhile, our economy, free of such foolish schemes, has grown, by leaps and bounds, making this nation the envy of the world.
Nobel-winning economist Friedreich Hayek called the illusion central planner could improve our lot through bureaucratic fantasies like "Workforce Development Boards" the 'Fatal Conceit.' He correctly pointed out such schemes are 'The Road to Serfdom.'
Free men and women do not need government central planners to tell them what jobs their children should be trained for. For that reason I vote 'no' on this ill-founded piece of social engineering."

(3) The department shall offer as a pilot program "competitive technology grants" for state senior citizen centers that require a 90/10 state/local match of funds. The grants must be used for the purchase of computer hardware and software that allows access to the nursing home web site. The department shall allocate $90,000.00 for these grants from the nursing home quality care incentive programs.".

"Mr. Speaker and members of the House:
I vote 'no' on this budget because I was elected on a promise to shrink government, not grow it. The increase in the general purpose/general fund portion of this budget, the portion of the budget which comes from state taxes, exceeds the rate of inflation for the past year.
Many excuses are given for the extra spending. Lansing bureaucrats seem to think that since the economy is growing and the state is taking in more revenue, there's nothing wrong with spending more. Nothing wrong, that is, unless one was elected as I and many of my post-term limits House colleagues were on a promise to reduce not just the rate of government growth but its actual size."

Pursuant to Joint Rule 20, the full title of the act shall read as follows:
"An act to revise, consolidate, and codify the laws relating to criminal procedure and to define the jurisdiction, powers, and duties of courts, judges, and other officers of the court under the provisions of this act; to provide laws relative to the rights of persons accused of criminal offenses and ordinance violations; to provide for the arrest of persons charged with or suspected of criminal offenses and ordinance violations; to provide for bail of persons arrested for or accused of criminal offenses and ordinance violations; to provide for the examination of persons accused of criminal offenses; to regulate the procedure relative to grand juries, indictments, informations, and proceedings before trial; to provide for trials of persons complained of or indicted for criminal offenses and ordinance violations and to provide for the procedure in those trials; to provide for judgments and sentences of persons convicted of criminal offenses and ordinance violations; to establish a sentencing commission and to prescribe its powers and duties; to provide for procedure relating to new trials and appeals in criminal and ordinance violation cases; to provide a uniform system of probation throughout this state and the appointment of probation officers; to prescribe the powers, duties, and compensation of probation officers; to provide penalties for the violation of the duties of probation officers; to provide for procedure governing proceedings to prevent crime and proceedings for the discovery of crime; to provide for fees of officers, witnesses, and others in criminal and ordinance violation cases; to set forth miscellaneous provisions as to criminal procedure in certain cases; to provide penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with or contravening any of the provisions of this act,".

"Mr. Speaker and members of the House:
I voted no on House Bill 4499 because the bill does not allow feeding or baiting in the buffer zone while allowing limited feeding throughout the rest of the state. I cannot support such a measure."
Rep. Bradstreet, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
While I am in agreement with the concept of banning supplemental feeding of Deer and Elk, HB 4499 is too narrowly focused. HB 4499 seeks to reduce the risk of communication of TB among deer to zero, but only if that risk is caused by someone other than a farmer. Special interests want to create a situation where farmers are allowed to create any level of risk which arises from normal farming practices.
In the meantime, a retired couple who throws out a small amount of feed in their back yard because they enjoy watching the wildlife are made criminals by this bill. That small level of risk is deemed unacceptable, while a greater level of risk created by farmers is overlooked by this legislation written for a few special interest groups. If special interest groups want a bill which chiefly benefits their members, they should be willing either to allow minimal risk created by recreational feeding, or else they should be willing to go the extra mile to eliminate all risk created by their constituency."

A resolution to oppose the testing, transportation, or use of warhead plutonium converted to MOX (mixed oxide) within the Great Lakes Basin.
Whereas, The United States Department of Energy (DOE) has developed a plan to dispose of large portions of the Russian and United States stockpiles of weapons-grade plutonium and highly enriched uranium. This plan calls for the conversion of this fissile material to MOX (mixed oxide) for use in commercial nuclear reactors for the production of electricity; and
Whereas, The DOE, working with officials of Russia, plans to transport and test MOX at Chalk River in Canada. Eventually, the material is to be transported in larger amounts to nuclear reactors in Canada, including the Bruce facilities on Lake Huron; and
Whereas, The plans for the use of this material have raised numerous grave concerns. The Great Lakes Basin holds one-fifth of the world's fresh water, ninety-five percent of our country's fresh water, and the drinking water for 40 million people. The Great Lakes are home to a large portion of the North American population, a major source of recreation, a vital component of commerce, and habitat to diverse animal and plant life. Plutonium is extremely carcinogenic, with a half life of 24,000 years. The release of this material, whether through any kind of handling or transportation accident or terrorist attack, would have an impact throughout the Great Lakes Basin; and
Whereas, If the proposed plan is implemented, plutonium shipments to Canadian reactors could take place for up to two decades. The complications of rigid security measures could also be considerable and costly. Every movement or handling of the plutonium would increase the potential for theft or other loss or damage; and
Whereas, The expenses involved in this plan, to both taxpayers and utility customers, could include the cost of upgrading aging reactors, potentially expensive fuel, and the problems of dealing with the spent plutonium fuel in both countries. In fact, the problem of finding a way to dispose of nuclear waste would only be made far more severe; now, therefore, be it

Whereas, It is with deep appreciation of the diversity of talents that must come together for educational excellence to be possible, that we honor Nell G. Pierce Stott upon the occasion of her retirement. As Nell G. Pierce Stott brings to a close her service as a Principal, Assistant Principal, Director, Community Coordinator, and Supervisor, we add our voice of thanks with those teachers, students, and parents whose path sister Stott has crossed; and
Whereas, Nell Stott received her diploma at the Conecuh County Training School in Evergreen, Alabama; her B. S. in Music Education from Tennessee State University in Nashville, Tennessee; studied towards her doctorate at Wayne State University in Detroit, Michigan; and studied toward her Child Development Associates at Schoolcraft College in Detroit. Nell knew what she needed to do, the job God whispered in her ear to perform, which she did extremely well; and
Whereas, As anyone who has spent much time around the process of education can attest, there are fewer endeavors more complex than education. The old African adage, "It takes a whole village to educate a child," certainly rings true, even in this age of computers and the Internet. Teachers, administrators, building personnel, lunch aides, bus drivers, learning assistants, and specialists all have important roles to play in helping all people become motivated and productive students. Each of these people, in turn, serves to complement the work started at home by parents and family; and
Whereas, Mrs. Nell G. Pierce Stott worked as School Community Coordinator, Director of Alternative Education, Cortland Elementary School's Assistant Principal, Henry Ford Middle School's Principal, and Director of Early Childhood Education - Kollege For Children, for the Highland Park Public Schools. She has spent her entire career teaching, mentoring, fussing, taking care of business, and loving her Highland Park community. If we didn't know what dedication and commitment looked like, all we need to do is gaze upon sister Stott and know; and
Whereas, Mrs. Nell G. Pierce Stott is a member of and Choir Director for Grace CME Church in Detroit. She loves the game of golf, is a collector of Mickey Mouse memorabilia, writes children's songs, poems, and stories; now, therefore, be it

Whereas, We are proud to join with family, teammates, coaches, friends, and fans in congratulating Joe Dumars for an outstanding career in NBA basketball as well as an impeccable record of community service. His standard of excellence as a citizen and as an athlete will be emulated by his contemporaries and successors for many years to come; and
Whereas, Mr. Dumars' strong and benevolent leadership has often been lauded within the Detroit Pistons, the NBA, and in his Detroit community. Joe's honorable reputation within the basketball organization and his inextinguishable energy for the sport of basketball deemed him the deserving recipient of both the NBA Walt Kennedy Citizenship Award for the 1993-1994 season and the NBA sportsmanship award for the 1996-1997 season. Joe's tireless effort on behalf of charitable organizations such as Children's Hospital have been recognized by countless citizens and community organizations. These and other activities in numerous community service endeavors led Mr. Dumars to earn Newsweek magazine's American Achievement Award during the 1994-1995 basketball season; and
Whereas, Joe Dumars' commitment to his Detroit Pistons team has been evident since being drafted during the first round in 1985. No other player has played as many seasons or games with the Detroit Pistons as Joe, making him the most tenured Piston with 1,018 games and 16,401 career points to his credit. Joe's career has been highlighted with a myriad of achievements, including impressive statistics league-wide. As the MVP of the 1989 NBA finals, Joe proved his awe-inspiring skill and unwavering dedication to the sport of basketball. Mr. Dumars has also played in six of the last nine NBA All-Star games and served as tri-captain for the gold medal winning Team USA at the 1994 World Championships; and
Whereas, As a citizen and as an athlete, Joe Dumars has repeatedly demonstrated his commitment to the City of Detroit and its citizens. He will continue to serve as a role model for the youth of Detroit, and as a most honored citizen of our fair state of Michigan; now, therefore, be it
