"Father in Heaven, our hearts and minds go out to those people in Colorado who one year ago today lost loved ones. We pray that You would uphold and sustain them and be especially close to them at this time as their minds certainly are reflecting upon that tragedy. We pray that this event will spur us to do those things that would restore You to Your rightful place in our institutions of government and our schools. We pray that we would once again acknowledge You, honor You, and that we would seek to learn about You and trust You.

Thank You for the opportunity of service in government. We thank You for the responsibility--we don't take that lightly, Father. We pray that You would give us wisdom. Your word promises us that if we ask, that You will give us wisdom--so we pray that we would rely on that and that would be our strength in making the decisions that are so important to society. A bill to amend 1998 PA 363, entitled "An act to authorize the state administrative board to convey certain state owned property in Ingham county; to authorize the department of natural resources to convey certain parcels of state owned property in Roscommon county; to prescribe conditions for the conveyance; to provide for certain powers and duties of the department of management and budget and certain municipalities in regard to certain property; and to provide for disposition of the revenue derived from the conveyance," by amending sections 2 and 3.

1. Amend page 1, following "THE PEOPLE OF THE STATE OF MICHIGAN ENACT:" by inserting:

"TITLE

An act to authorize the state administrative board to convey certain state owned property in Ingham county; to authorize the department of natural resources to convey certain parcels of state owned property in Roscommon county AND IN INGHAM COUNTY; to prescribe conditions for the conveyance CONVEYANCES; to provide for certain powers and duties of the department of management and budget and certain municipalities in regard to certain property; and to provide for disposition of the revenue derived from the conveyance CONVEYANCES.".

2. Amend page 2, following line 15, by inserting:

"SEC. 15. (1) THE DEPARTMENT OF NATURAL RESOURCES, ON BEHALF OF THE STATE, MAY CONVEY TO THE INGHAM CONSERVATION DISTRICT, FOR CONSIDERATION OF $1.00, CERTAIN PARCELS OF REAL PROPERTY NOW UNDER THE JURISDICTION OF THE DEPARTMENT OF NATURAL RESOURCES AND LOCATED IN THE COUNTY OF INGHAM, AND FURTHER DESCRIBED AS FOLLOWS:

VEVAY TOWNSHIP, INGHAM COUNTY, T2N, R1W

(A) THAT THE PROPERTY SHALL BE USED EXCLUSIVELY FOR THE DEVELOPMENT OF A NATURE AREA WITH THE PURPOSE OF EDUCATING BOTH STUDENTS AND ADULTS ABOUT OUR NATURAL RESOURCES. ALONG WITH OUTDOOR CLASSROOM ACTIVITIES, THE GRANTEE WOULD DEVELOP NATURE TRAILS, HABITAT DEMONSTRATION SITES, AND POSSIBLY INCORPORATE THE PROPERTY INTO THE NATURAL AREAS PROGRAM.

(B) THAT UPON TERMINATION OF THE USE DESCRIBED IN SUBDIVISION (A) OR USE FOR ANY OTHER PURPOSE, THE STATE MAY REENTER AND REPOSSESS THE PROPERTY, TERMINATING THE GRANTEE'S ESTATE IN THE PROPERTY, AND THAT THE GRANTEE SHALL BE RESPONSIBLE FOR ANY NECESSARY ENVIRONMENTAL CLEANUP PRIOR TO THE STATE'S REENTRY AND REPOSSESSION OF THE PROPERTY.

(C) THAT IF THE GRANTEE DISPUTES THE STATE'S EXERCISE OF ITS RIGHT OF REENTRY AND FAILS TO PROMPTLY DELIVER POSSESSION OF THE PROPERTY TO THE STATE, THE ATTORNEY GENERAL, ON BEHALF OF THE STATE, MAY BRING AN ACTION TO QUIET TITLE TO, AND REGAIN POSSESSION OF, THE PROPERTY.

(3) THE DESCRIPTIONS CONTAINED IN SUBSECTION (1) ARE APPROXIMATE AND, FOR PURPOSES OF CONVEYANCE, MAY BE ADJUSTED BY THE DEPARTMENT OF NATURAL RESOURCES AS NECESSARY BY REVISED LEGAL DESCRIPTION.

(4) THE CONVEYANCES AUTHORIZED BY THIS SECTION SHALL BE BY QUITCLAIM DEED APPROVED BY THE ATTORNEY GENERAL.

(5) THE REVENUE RECEIVED FROM THE CONVEYANCES UNDER THIS SECTION SHALL BE DEPOSITED IN THE STATE TREASURY AND CREDITED TO THE GENERAL FUND.".

A resolution to commemorate May 11, 2000, as Michigan Equal Pay Day.

Whereas, More than thirty-five years after the passage of the Equal Pay Act and Title VII of the Civil Rights Act, women continue to suffer the consequences of inequitable pay differentials; and

Whereas, Wage discrimination laws are poorly enforced and extremely difficult to prove and win; and

Whereas, Although women's earnings have been slowly catching up to men's over time, the Coalition of Labor Union Women understands that this reduction in the wage gap has more to do with a fall in men's earnings than with an increase in women's earnings; and

Whereas, A vast majority of households depend on the wages of a working mother and working families are often just one paycheck away from hardship; and

Whereas, Fair pay equity policies can be implemented simply and without undue costs, while enhancing the American economy; and

Whereas, May 11, 2000 symbolizes the day on which the wages paid to American women so far in 2000, when added to women's earnings for all of 1999, finally equal the 1999 earnings of American men; now, therefore, be it

Resolved by the House of Representatives, That May 11, 2000, be commemorated as Michigan Equal Pay Day in recognition of the full value of women's skills and significant contributions by the women of Michigan to the labor force; and be it further

A resolution honoring Iron Mountain and Upper Peninsula native Tom Izzo.

Whereas, It is most appropriate for the House of Representatives and the people of Michigan to extend the highest praise and tribute to Iron Mountain native Tom Izzo for guiding the Michigan State University Spartans to the 2000 NCAA Division I men's basketball championship; and

Whereas, It should be noted that the people of Iron Mountain and the Upper Peninsula residents and natives alike known as "Yoopers" salute and take pride in their native son for his accomplishments on the court. They take note, with great appreciation, of Tom Izzo's self-described philosophy of "giving back something to the people who helped you get where you are" through his donation of time and talents for worthy causes, including Iron Mountain charities and the annual Izzo-Mariucci Classic; and

Whereas, The road to the NCAA Final Four in 2000 began in Iron Mountain where Tom Izzo was born and raised by his family. He was shaped in part by citizens of that city and eventually took with him an ethic that hard work pays off. As stated in a national sports publication, Tom Izzo has taken Iron Mountain and the Upper Peninsula with him wherever he has gone. Izzo's path to basketball began as a player at Iron Mountain High School and then as a walk-on at Northern Michigan University, where he was a MVP, became a Division II third-team All-American as a point guard, and later served as an assistant coach for the Wildcats. Tom Izzo's hoops baptism in the U.P. also included being the head coach of the Ishpeming High School Hematites. These accomplishments did not go unnoticed, as Tom Izzo was inducted in the Northern Michigan University Hall of Fame and later became an inductee into the Upper Peninsula Sports Hall of Fame; and

Whereas, It was this path from Iron Mountain and Northern Michigan University that took Tom Izzo to Michigan State University in 1983 to start what the world now knows has become a distinguished coaching career that is still unfolding and highlighted by winning the National Championship; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body, and in particular Yooper natives and residents everywhere, extend the highest commendation to Tom Izzo for his accomplishments and recognize the sacrifices and support given to him by his wife, Lupe and daughter, Raquel, realizing it is a team effort; and be it further

Resolved, That copies of this resolution be transmitted to Tom Izzo and his family as evidence of our highest esteem, thanks, and admiration.
